Job Summary

Develop, implement and coordinate the City’s performance management and continuous improvement initiatives. Support departments through consulting, measurement selection, data analysis, performance reporting, training, and coaching; providing continuous improvement consulting and training; facilitating cross-functional teams with solving problems and management best practices. Direct, manage and ensure implementation and effectiveness of a performance measurement and dashboarding system that allows the City to benchmark organizational performance and to identify and implement performance improvement initiatives across all departments. Assist with the development, implementation and progress monitoring of the City’s Strategic Plan.

Essential Duties & Responsibilities

•Oversee the development and implementation of the City’s performance management program and support departments through consulting, measurement selection, data analysis, performance reporting, training and coaching.

•Provide continuous improvement consulting to departments and facilitate cross-functional teams with problem solving.

•Direct and manage continuous improvement initiatives.

•Provide training to management and staff on continuous improvement methodologies (i.e., Lean, Six Sigma, as well as overall best practices).

•Direct, manage and implement the performance measurement dashboarding system.

•Ensure performance metrics are aligned to the Strategic Plan and overall City service expectations.

•Assist Director of Performance Excellence with the development, implementation and progress monitoring of the Strategic Plan.

•Assist Director of Performance Excellence with the implementation of the Baldrige Performance Excellence Criteria.

•Provide management and supervision to assigned staff.

•Meet regularly with departments to ensure Strategic Plan initiatives are on track.

•Implement and manage Strategic Plan initiative tracking system.


Minimum Qualifications

Bachelor’s degree from an accredited four-year college or university with degree in Accounting, Finance, Business, Public Administration or a related field is required. 
Three years of previous experience in  government, business management or a related field, including at least 1 year of supervisory responsibility is required.
Lean Six Sigma Black Belt Certification or the ability to be certified within one year of hire date.
