Senior Manager, Planning & Regulation (Official Job Title: Senior Manager):  This is a senior leadership role that performs a variety of complex professional, management and administrative tasks with a focus on the planning and regulatory oversight of Sarasota County’s transportation and stormwater infrastructure systems and programs, including, but not limited to, planning, development review, organizational and financial management.  

Subject to Passing Substance Screening

This position is subject to passing a pre-employment substance screening.  An applicant who fails to pass a required drug-screening test shall be disqualified from employment in any class for a period of five years.

Duties:

  • ​Leads, directs and manages the strategic planning and development review responsibilities of the Public Works Department including, but not limited to: 1) Development and coordination of the Departmental Capital Improvement Program; 2) Implementation and updating of the Watershed Management and Transportation Comprehensive Plans; 3) Review of proposed development per County regulations; and 4) Excellent solutions oriented and responsive customer service. 
  • Attends regular Director’s Leadership meetings. Keeps the Director and the Managers informed of possible issues associated with operational decisions.  As assigned, coordinates resolution of issues and promotion of common goals with the Managers of the Divisions within Public Works and, as needed, with other Directors, Managers, Assistant County Administrators and the County Administrator. 
  • Provides leadership and guidance for the Division; development of and responsible for annual budgets, procures necessary resources to support Division functions, leads strategic planning and regulation initiatives, focuses on customer service, builds a positive culture and morale with an innovative and productive workforce. Capital Improvement Program (CIP) development for transportation and stormwater infrastructure. Builds community relations/partnerships through continually evolving excellent customer service.
  • Directs and supervises a professional and technical staff to facilitate an efficient and effective work team to achieve stated community outcomes and levels of service, including meetings and other customer service responsibilities.  Provides leadership and technical guidance to formulate, implement, and monitor policy and procedures appropriate to the day-to-day operation of various programs.  Administers staff recruitment, interview process and annual performance management system.  Directs the preparation of the annual budget and exercises budgetary controls.
  • Coordinates responses to inquiries relative to specific projects and other information as required.  Attends public meetings, prepares reports, and conducts formal presentations.  Acts as a liaison with the regulated community, regulatory agencies and professional organizations to resolve outstanding program issues.  Liaises for the Sarasota County Planning Commission and the Stormwater Environmental Utility Advisory Committee (SEUAC). 
  • Serves on technical advisory committee(s), task force(s), teams and focus groups to achieve common enterprise/ organizational goals. Maintains communication and coordination with external agencies on development and implementation of programmatic function. Attends meetings, workshops, and training activities to ensure professional and personal growth. Performs other related duties and projects as assigned by the Director.  Coordinates the administration of Countywide MS4 NPDES and FEMA Community Rating System. Supports efforts for APWA Accreditation. Advocates the County’s mission, vision and values for the benefit of the community. Promotes trustworthy working relationships by developing and empowering employees, promoting and supporting excellence, efficiency, innovation, openness and teamwork among staff.
  • As required, meets with County Administration and individual County Commissioners regarding matters which are being or will be considered by the Board of County Commissioners at regularly scheduled meetings, as a result, may appear before the Board during public meetings, to make presentations regarding various matters which are being considered by the Board. Develops and implements an effective organizational structure for the Division. Projects a positive attitude as a representative of Sarasota County Government. Ensures adherence to applicable laws, regulations, policies. Provides leadership and fosters staff professional development, workplace diversity and team building.

 

Minimum Qualifications:  A Bachelor's Degree from an accredited college or university in Public or Business Administration, Civil or Environmental Engineering, Planning, or a related field AND eight (8) years of related experience -OR- A Master's Degree in above areas with six (6) or more years of related experience.  Four (4) or more years of supervisory experience required.  

Preferred Qualifications:  Advanced professional certification related to the duties of this position is highly desirable. Registered with the State of Florida Board of Professional Engineers. High-level management experience is preferred.  Previous government and emergency response/management is preferred.  Experience with transportation and stormwater planning, development review and related functions.  Experience managing operating budgets.  Effective communication and public speaking skills. Ability to manage people and projects with a focus on customer service, innovation and productivity. Excellent judgement and discretion.

Job Competencies:  Knowledge of transportation. water resource management, engineering, government organizations, structure and procedure to address principle issues of management and growth. Ability to manage people and projects; excellent verbal and written communication skills; ability to negotiate and compromise; skill in supervising/guiding/mentoring/developing staff; ability to prepare and manage a division budget; clear, concise and sensitive presentation skills; excellent judgment and discretion.
