Utility Professional Engineer (Official Job Title: Engineer Professional, Senior):  Provide engineering support to Utilities Operations and Utilities Planning for various projects and planning needs including project management, modeling support and various technical issues.

Duties:

Conducts capacity analysis of existing facilities and plans new improvements

  • Utilizes the County’s hydraulic modeling software, Bentley’s WaterCad, & Sewercad to improve and develop the county’s hydraulic models. Use modeling software to review operational impacts to the water, wastewater and reclaimed water systems relative to zoning, development reviews, and future growth.
  • Establish and maintain a system that monitors current and future capacity of utility systems, to include water capacity, wastewater capacity, and reclaimed water capacity.  Evaluates the County system and facilities to assure that capacity remains available for planned development.
  • Provide support and technical input for capital improvement projects (CIP), site and development reviews, operational issues and others as necessary.

Implements water, wastewater and reclaimed water system improvement projects based upon utility master plans, operational conditions, proposed utility infrastructure needs, or facility expansions

  • Serves as project manager for assigned Sarasota County water and wastewater and reclaimed water projects and advises on technical issues related to expanding or improving the existing utility system.
  • On assigned projects, manages the performance of design consultants and/or construction contractors to ensure fulfillment of contractual obligations with the County; Supervises several projects simultaneously.
  • Develops and maintains effective working relationships with inter-departmental agencies, including FDEP and FDOT; Perform coordination efforts with FDOT for utility portion of current and future transportation CIPs. Serves as project manager for assigned FDOT UWHCA projects including design and construction.
  • Meets with operational staff to develop designs, scopes of service, or to procure goods or services to address facility upgrades, repairs or improvements.
  • Prepare reports and documentation as needed in support of County held permits at the state and federal level.
  • Represents the utility at public meetings and as a subject matter expert in County Commission presentations.
  • Reviews and provides technical comments on County and Regional system projects.
  • Assist in the development of technical and procedural standards for the operation of the utility system.
  • Monitors work assignments to ensure that projects are progressing according to schedule and are within budget.

Other

  • Liaison with senior management to facilitate decisions, report project status, and act as conduit for information flow.
  • Provides technical input and review of proposed legislation.
  • Assist with utility master plans, utility code and other utility related ordinance updates and changes.
  • Provides input during the budget process for specific projects and overall annual planning department.

Perform other duties as assigned by the section supervisor and the division manager.

Mandatory Storm-related Functions:

All employees are considered essential and must be prepared to protect and support the community and it’s citizens. Each employee, without exception, will have a duty assignment and be required to work during a disaster or declared emergency. If an emergency is declared, work assignments should follow the Emergency Guidelines (Administrative Directive 9.14).

Minimum Qualifications:  A Bachelor’s Degree from an accredited college or university in Civil Engineering or related technical field with direct experience related to water, wastewater and reclaimed water system and facility design, construction and operation.  Three (3) years post P.E. or P.G. related Engineering project experience.  P.E. or P.G. is required.  

Preferred Qualification:  A Master's Degree is preferred and may substitute for one-year of the required experience.  Florida Registered Professional Engineer Certificate preferred.

Job Competencies:

  • Minimum of six (6) years experience with utility design, construction, and operations. Knowledge of local, state, and federal regulations related to design and construction of water, wastewater, and reclaimed water systems and facilities.
  • Experience in utility planning, compliance with permitting rules, contract development and administration.
  • Excellent written and verbal communication skills.
  • Bentley’s: SewerCad, WaterCad, experience with other EPANET or Kypipe based software will be considered. Microsoft Office Software: Word, Excel, PowerPoint, ESRI’s: ArcGIS.
