Description

Under the executive direction of the City Manager, provides executive level administration and direction of the Police Department through administrative authority and supervision of field and staff functions.  Position requires the exercise of independent judgement in the performance of the duties of the office.  The incumbent makes unilateral decisions as necessary to accomplish departmental goals.  Duties include directing and/or guiding departmental, managerial and operational staff toward achieving departmental goals and objectives. Position is responsible for budget development and administration. Work is performed with considerable discretion and latitude in the conduct of police operations.  Work is subject to review by the City Manager.

COMPENSATION
The starting salary for the new Chief of Police for the City of Rockwall will be market competitive, depending on the experience and qualifications of the selected individual.  In addition, the City expects to provide an excellent benefits package to the successful candidate.

EXAMPLES OF ESSENTIAL FUNCTIONS

  • Performs departmental planning through developing broad outlines of necessary duties, establishing methods for accomplishing departmental objectives, ensuring goals and objectives are consistent and/or compatible with goals and objectives set by the City, and participating in the City's process of establishing goals and setting objectives.
  • Organizes the department to meet established goals and objectives by establishing the formal lines of authority within the department, changes the size and/or composition of departmental divisions to meet changing demands.
  • Oversees the function of departmental staffing by identifying and documenting departmental staffing needs, justifying requests and/or proposals for additional staff, and hiring, promoting, appointing, and terminating employment as required.
  • Establishes and communicates general and specific departmental rules, regulations, policies and procedures to include a procedure for maintaining discipline within the department.
  • Acts as the departmental direct representative before the City government and the community, and maintains continuous liaison with other department heads, City staff, and various outside agencies.
  • Resolves major administrative and operational deficiencies, and intra- and interdepartmental conflicts and issues unable to be resolved at subordinate levels.
  • Renders timely verbal/written reports to the City Manager or City Council concerning matters of immediate interest or importance to the City or department, and responds to a variety of operational and administrative questions and inquiries from various sources.
  • Administers the development and implementation of the departmental budget by formulating and presenting an annual departmental budget proposal, and monitoring various aspects of the budget to ensure the proper expenditure of designated funds and proper accounting practices.
  • Qualifies and maintains weapons proficiency.
  • Maintains current knowledge of changes in laws, new methods of enforcement, and other trends and developments in law enforcement, and ensures personnel under charge are apprised of any and all changes applicable to their position. 

EDUCATION AND EXPERIENCE

The ideal candidate should have earned a Bachelor's degree in Criminal Justice, Political Science, Public Administration or a closely related field and have continuously worked to achieve individual professional development.  A related Master's degree and Master Peace Officer Certification is preferred, as is graduation from the FBI National Academy or similarly recognized professional development program. 

Also required are ten (10) years of increasingly responsible experience in municipal police work including four (4) years of administrative and supervisory experience.  Ability to become a certified peace 

officer in the State of Texas within a reasonable length of time is also required.  A valid Texas driver's license or ability to obtain one is also required.  Any combination of experience that would likely provide the required knowledge is qualifying.

KNOWLEDGE, SKILLS and ABILITIES

  • Extensive knowledge of federal laws, state statutes, local ordinances, and City policies, procedures, and regulations.
  • Extensive knowledge of criminal laws including those relative to search, seizure, arrest, and rules of evidence.
  • Extensive knowledge of principles of effective administration, to include planning, coordinating, evaluating, and supervising.
  • Extensive knowledge of principles and practices employed in budget development and implementation.
  • Thorough knowledge of report and record maintenance principles and practices.
  • Skill in the care and safe operation of assigned firearm(s).
  • Ability to issue and receive oral and written instructions.
  • Ability to communicate effectively, both orally and written form, with City administrators, subordinates, the media, public agencies, and the general public.
  • Ability to develop and implement departmental policy and procedure.
  • Ability to analyze situations objectively, and to determine proper courses of action within the established framework of policies and procedures.
  • Ability to maintain composure under emergency situations, and to work effectively under stressful conditions.
  • Ability to exercise discretion.

Physical Requirements:

  • Some tasks are essentially sedentary, with occasional walking, bending, light lifting, or other restricted physical activities.
  • Some tasks involve some physical effort, i.e., some standing and walking, or frequent light lifting (5-10 pounds); or minimal dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment; may involve extended periods of time at a keyboard or work station.

Environmental Requirements:

  • Some tasks are routinely performed without exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes).
  • Some tasks require exposure to extreme heat/cold or extreme weather conditions.

Sensory Requirements:

  • Some tasks require visual perception and discrimination.
  • Some tasks require oral communications ability.
