Compliance/Maintenance Specialist III (Working Title: Senior Inspector) (New FY20 Budgeted Position - Selected candidate will start on or after 10/1):  This is work inspecting private developments, public works projects and treatment plants to ensure compliance with County Ordinances and related State and Federal Regulations.

Subject to Passing Substance Screening

This position is subject to passing a pre-employment substance screening.  An applicant who fails to pass a required drug-screening test shall be disqualified from employment in any class for a period of five years.

Duties:

  • Inspects utility and development projects regulated by the County to ensure construction is in compliance with approved plans. Ensures compliance with Utility Code, Land Development Regulations, State regulations and contract specifications.
  • Represents Public Utilities (water, wastewater and reclaimed water) throughout the construction of the project at various meeting with engineers, contractors, owners and other County departments. Makes recommendations for and performs specialized tests regarding non-standard conditions, investigates and handles citizen complaints in relation to permitted utility construction projects, makes detailed reports of field changes, violations and code violations and perform review of proposed construction plans and specifications. Review material specifications to ensure they meet applicable standards.  Inspects subdivisions during construction and participates in final acceptance inspections of subdivision and commercial projects.
  • On-site inspections and observations of Capital Improvement Projects, as well as private developer installed construction projects to ensure that they are built to comply with current standards (state and local regulations, engineering specifications and approved plans). Ensures that all construction is complete prior to final payment of acceptance by County. Represents project engineer on Capital Improvement Projects and enforces contract documents per engineering staff.
  • Keeps records, files, performs project closing and makes detailed reports (written and oral) to accurately describe progress and project problems. Update the land management information system (LIMS).

Minimum Qualifications:  A High School Diploma or its equivalent education and four (4) years of related experience; two of which, must be in related inspecting experience.  Possession of a valid Florida Driver's License,  College or university level training in an appropriate field may be substituted on a year-for-year basis for the required construction experience.

Job Competencies:  Technical knowledge of practices, standards and regulations of utility construction. Ability to interpret and use plans and specifications and knowledge of alternative procedures of construction. Ability to produce accurate records and reports. Must maintain current knowledge of utility construction practices through continuing education programs. Knowledge of standard traffic control. Knowledge of code enforcement procedures.
