Utility Project Manager (Official Job Title: Project Manager II / Administrator) (New FY20 Budgeted Position - Selected candidate will start on or after 10/1):  Engineering and technical related work with regards to project management, which includes reviewing/examining and coordinating the completion of utility and Site & Development plans for compliance with state and local regulations (Utility Code, Land Development Regulations and FDEP) and other technical or engineering assignments pertinent to the expansion of the County’s water, reuse and wastewater utility systems.  Must have a good understanding of project management to fully execute within the position and to develop the required skills to perform in the role.  Complete field inspections and testing as needed.

Duties:

  • Reviews Utility and Site & Development plans for compliance with state and local regulations including coordinating the review with the Fire Marshall, Utilities Operations, Capital Projects, Unified Development Code and Utility Inspectors.  Provides written review comments and conducts meetings, as necessary.  Reviews and approves technical specifications related to utility infrastructure to assure that County standards are met and to assure that the system components are uniform.  Must have a full understanding of utility industry materials. Reviews and verifies engineering calculations associated with the design of water, wastewater and reclaimed water utility systems. Assists staff in the review of engineered plans and advises on technical issues. 
  • Issues County Utility construction permits and manages the project through completion and close-out. Prepares and reviews construction related changes and processes plan amendment analysis and Field Deviation Forms. Coordinates with other Departments, Divisions, Sections, engineers, developers and the public to meet required objectives. Confers with the Utilities Permitting and Inspections staff on daily activities. Conducts project inspections to ensure the construction conforms to the approved construction plans. Oversees utility testing and inspection procedures performed by the contractor and engineer, in accordance with applicable codes.
  • Assists with Utility Code and other utility related ordinance updates and changes. Reviews utility easements and verifies easement sketches and descriptions in accordance with applicable codes and requirements. Researches utility record drawings as they relate to proposed utility system improvements and extensions. Reviews material specifications to ensure they meet the Utility Code and applicable regulations. Verifies through field inspections that the approved materials are correctly installed.
  • Coordinates development projects with County CIP projects through Capital Projects. Directly and/or indirectly coordinates the work of others while performing job duties. Serves as liaison between the County, engineers and contractors in the design, permitting and construction phase of various projects. Coordinates CIP Projects, as assigned.
  • Reviews development plats for compliance with the Unified Development Code and Utility Code.  Prepares, negotiates, and manages utility developer and consent to use easement agreements including negotiating agreements, obtaining BCC approval, processing purchase order requests, conducting field investigations and reviewing and approving payments.
  • Keep records, files, performs project closings and makes detailed reports (written and oral) to accurately describe construction progress and identify project problems. Plans, develops and conducts special studies as assigned, to include statistical/technical analysis. Prepares and assists with technical reports and recommendations.  Assigned projects that requires ingenuity and originality and manages the assignment to meet the goals of the organization. Performs high degree of public interface.

Minimum Qualifications:  A Bachelor's Degree from an accredited college or university in Engineering, Project Management or related field.   A minimum of 3 - 4 years related CIP experience.  A Master's Degree may substitute for one year of the required experience. Project experience may substitute for education on a year-for-year basis depending on the type of experience.  

Preferred Qualifications:  Strong background in utility design, utility construction, supervision and utility inspections, utility permitting or utility plan review.  General experience includes Project Management skills, public speaking abilities, technical writing skills, utility construction plan review (water, wastewater and reclaimed water systems), Site & Development plan review, subdivision plat review, complete understanding of the Florida DEP drinking water, wastewater and reclaimed water regulations. 

Job Competencies:  

  • Microsoft Suite Programs (MS Word, MS Excel, MS PowerPoint, etc.)
  • Knowledge and experience with GIS (ARCVIEW) are preferred, but not required
  • Knowledge and experience with utility systems (water, wastewater and reclaim water) hydraulic modeling is preferred, but not required
