Overview

The Director of Solid Waste Services is responsible for the planning, directing, managing and oversight of the activities and operations of the Solid Waste Department including Solid Waste Collection, disposal operations, environmental sciences, Household Hazardous Waste, compliance and graffiti, and brush, bulk and sludge services.  This position coordinates assigned activities with other City departments and outside agencies and provides highly responsible and complex administrative support to the City Manager’s Office.

Essential Functions and Responsibilities

  •          Directs and oversees overall department management and operations.
  •          Conducts short and long range planning for the coordination, scheduling, and provision of the City’s residential and customer base.
  •          Oversees the development of and monitors the department’s operating budget, capital outlays, revenues, and fixed programs; and procurement of personnel, materials, and equipment needed to meet service requirements.
  •          Responsible for all employment related actions for the department workforce.
  •          Maintains membership and continuous contact with industry associations and organizations and other Cities to remain current on industry best practices.
  •          Assures compliance of all aspects of department operations with local, State, and Federal laws, regulations, policies, practices, and the environment.
  •          Prepares and/or oversees the preparation of a wide variety of reporting, documentation, memoranda, agendas, technical data, and correspondence on any issues related to the departmental mission and operations.
  •          Prepares and delivers presentation on operations, fiscal issues, and services to City leadership, elected officials, other governmental agencies and community organizations.
  •          Monitors customer service performance of department personnel to assure provision of excellent service and timely and appropriate responses to customer inquiries and problems.
  •          May be asked to perform other duties as assigned.

Knowledge, Skills and Abilities

  •          Knowledge of statutory and regulatory changes impacting the solid waste industry.
  •          Skill in advanced math computations to plan department operations for the adequate, efficient, regulatory compliant collection and disposal of community solid waste and recycling programs.
  •          Skill in planning for budgetary and financial resources to accomplish the departmental missions.
  •          Skill in analyzing and formulating solutions to very complex operational and environmental issues and problems affecting regulatory compliance, community health and safety, fiscal matters, and efficient and cost effective customer service.
  •          Ability to read, interpret, understand and apply a wide variety of complex Federal, State, and local laws, regulations, policies, practices, and procedures related to all aspects of solid waste collection and disposal, including the maintenance of a permitted and strictly regulated landfill.

Certifications, Licenses of Other Requirements

·         TCEQ Class A Municipal Solid Waste Landfill Operator License required at time of hire; or equivalent license in another state with the ability to obtain State of Texas registration within 6 months of hire

·         Previous experience operating and managing a landfill is required

Qualifications 

·         Requires a Bachelor’s degree in Public or Business Administration or related field

·         Minimum of ten (10) years of relevant experience

·         A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.
