Survey Party Specialist:  Project land surveying services for Utility projects in the Capital Improvement Program as assigned. The progressively responsible advanced multi-project work and technical functions are under the general direction of the Construction Technical Manager or Operational Manager and support the needs of the County, agencies and the public.

This position is subject to passing a pre-employment substance screening.  An applicant who fails to pass a required drug-screening test shall be disqualified from employment in any class for a period of five years.

Duties:

Supervision: Oversees the operation of the Program Management survey crew performing one or more of the following land survey tasks for the Department:

• The acquisition of field data required for the preparation of construction plans for CIP Projects.
• The construction layout from these plans.
• The as-built surveys after construction.
• Obtaining GPS coordinates to update as-builts for ease of operation and maintenance of projects when turned over to the owner.

Plans the manner in which the specific land survey project is executed and directs the crew accordingly.

Trains the crew members in methods for performing their tasks in an effective, efficient and punctual manner.

Reviews and checks all field computations performed by survey crew members.

Ensures that traffic safety is observed, that proper warning signs, cones, etc. are in place and that required safety clothing is worn.

Ensures that all equipment is properly cleaned, maintained, and is calibrated periodically and that periodic cleaning and adjusting is performed by the vendor, all according to established maintenance schedules.

Evaluates the performance of the crew members as required.

Research & Computation:

• Reads and interprets recorded subdivision and condominium Plats, private survey drawings and recorded deed descriptions to determine right-of-way Line, lot line and property line locations in the field.
• Reads and interprets Land Corner and benchmark data sheets to determine horizontal and vertical control in the field.
• Reads and interprets construction plans, standards details and R/W Maps in order to determine property alignment, location and grades for construction.
• Performs all computations necessary to ensure that sufficient data is being collected in the field to enable the draftsman to prepare the necessary drawings.
• Performs and designs construction stake-out activities for projects performed by Program Management.
• Assist with as-built pipe elevations and swing ties for projects performed by Program Management.
• Competent in the use of GPS surveying equipment and follows Sarasota County GPS Standard guidelines.

Coordination:

• Coordinates w/the project managers and staff members to ensure that the survey crew is obtaining the specific data required.
• Coordinates with other Business Center’s personnel when the survey crew requires the support of heavy equipment, the use of boats, or access through fenced and locked easements.
• Coordinates with private property owners when the survey personnel will be entering onto their lands.
•   Coordinate with County professional land surveyors (PLS) on field data and all surveying issues.

Minimum Qualifications: A High School Diploma or its equivalent education and four (4) years of experience in land surveying, one year of which must be in the use of land survey instruments.  A course of study at an accredited college or university in surveying or engineering can substitute on a year-for-year basis for the required experience.  Possession of a valid Florida Driver's License is required at time of hire.

Preferred Qualification:  Six (6) years experience, CST Level III preferred.
