JOB SUMMARY

The incumbent, under the direction of the IT Project Manager, is responsible for working closely with business users to determine and document their needs and translating to requirements and design specifications. Additionally, analyzes business processes for opportunities to improve customer service and/or process efficiencies. Leads user testing for upgrades, configuration changes and system enhancements. Provides end user support and training and maintains procedural and training documentation. The BSA works collaboratively with all stakeholders to provide system support; evaluates and provides recommendations for program modification to ensure stability, integrity and efficient operations of the City’s ERP.

 

ESSENTIAL DUTIES/RESPONSIBILITIES

Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive.  Must show cooperation and respect to fellow employees and supervisors at all times.  All other duties as assigned by the immediate supervisor and/or department director. 

 

  1. Determines operational objectives by studying financial business functions; gathering information and evaluating output requirements and formats.
  2. Constructs workflow charts and diagrams; studies Tyler Munis system capabilities; writing specifications.
  3. Improves functionality within Tyler Munis by reviewing best practices and recommending modifications.
  4. Acts as liaison between various departmental end-users in the analysis, design, development, configuration, testing and/or maintenance of information management systems to ensure optimal operational performance.
  5. Recommends controls by identifying problems; writing improved procedures.
  6. Maintains system protocols by writing and updating procedures.
  7. Provides references for users by writing and maintaining user documentation.
  8. Provides help desk support and training to users.
  9. Maintains user confidence and protects operations by keeping information confidential.
  10. Tracks and fully documents system changes for inclusion in functional and business specifications.
  11. Prepares technical reports by collecting, analyzing, and summarizing information and trends.
  12. Conducts change impact analysis to assess the potential impact of changes or implementation of new business systems, including researching and preparing statistical reports using data collected during the research and analysis phases of project management.
  13. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.

QUALIFICATION REQUIREMENTS

Minimum Qualifications

  • Associate’s or Bachelor’s degree from an accredited institution in computer science, technology, business, engineering, finance or related field of study OR a verifiable combination of education and experience
  • Three (3) years of experience in in a business system/financial analyst role supporting a financial business unit
  • Excellent interpersonal communication and consensus-building skills with demonstrated ability to articulate ideas and communicate to all levels of staff, elected officials and external customers

 

Preferred Qualifications

  • Five (5) years of experience in in a business system/financial analyst role supporting a financial business unit
  • Experience working with and supporting Tyler Munis or similar enterprise software

 

OTHER SKILLS AND ABILITIES

  • The incumbent should possess proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint, Excel and Word
  • Requires strong research skills.
  • Must have excellent verbal and written communications skills as well as strong organizational skills.
  • Ability to effectively interact and communicate professionally with individuals and/or groups of people, including internal and external customers.
  • Problem solving and analytical ability are required to perform the duties of this position.
  • Excellent communication and interpersonal skills are also required.
  • The incumbent should have knowledge of modern office practices, procedures, and equipment.
  • Strong attention to detail and the ability to make quick decisions based upon established procedures.

Semi-repetitive type of work which requires periods of concentration for varied time cycles as prescribed by the task(s).  While performing the duties of this job, the employee must occasionally stand, walk, talk and hear.  Frequently sit, use hands to handle objects, and reach with hands and arms.  The incumbent must also stoop, kneel and crouch.  Specific vision abilities required by this job include close, color and distance vision.

 

The employee is occasionally required to lift up to 25 pounds.
