Overview

The Human Resources department is seeking a qualified and energetic Recruiter for the City of Corpus Christi.  This position provides HR support as a recruitment consultant to hiring managers, City departments and job seekers regarding the City’s recruitment, hiring and selection process.

Responsibilities

·         Perform recruitment activities for positions; review requests with City departments to assess staffing needs and enter required information into human resources information system (HRIS).

·         Identify position applicants; review applications and maintain accurate data in human resources information system; and screen, interview and participate in the selection of qualified applicants.

·         Participate in external recruitment efforts including job fairs and City hiring events; investigate and research recruitment advertising resources.

·         Maintain confidential personnel records; process and verifies employee status changes and transfers; and inputs and retrieves a variety of personnel data and information.

·         Interpret human resources policies and procedures; and respond to requests for information and assistance from employees, management, outside agencies and the general public.

·         Prepare job advertisements and identify placement in various recruiting sources such as publications, media outlets, websites and professional organizations.

·         Screen applications, review position vacancies for consistency, interact with City departments regarding recruitment needs and assist with the selection and hiring process.

·         Must be knowledgeable of other City policies to answer payroll and benefit questions, provide information on personnel policies, and conduct various employee training, as needed. 

·         Review and approve assigned requisitions for accuracy in accordance with job assessment questionnaire (JAQ) and position requirements. 

·         Provide excellent customer service by phone, email, and in person to Internal and External customers. 

·         Must be able to travel to various City work sites to assist departments and hiring managers with recruitment needs and interviews, as requested.  Will be required to attend and participate in multiple job fairs and hiring events throughout the City through various partnerships and recruitment resources. 

·         Prepare applicants for new employee orientation by extending job offers, administering employee on-boarding, process all pre-employment screenings such as background checks/motor vehicle checks, drug screening and physical. 

·         Maintain recruitment division coverage on rotation by answering internal and external recruitment calls and questions, assist applicants with the electronic application process, assist walk-in guests, and provide front desk coverage as needed.  

·         Participate on interview panels for other City departments as requested.

·         May be asked to perform other duties as assigned. 

Knowledge, Skills, and Abilities:

·         Knowledge of related employment laws and policies, such as the Fair Labor Standards Act, Equal Employment Opportunity, and the Americans with Disabilities Act

·         Knowledge of City practices, policies, and procedures

·         Knowledge of various recruitment resources and tools to attract job applicants

·         Skill in oral and written communication

·         Skill in handling multiple tasks and prioritizing

·         Skill in using computers and related software

·         Skill in data analysis and problem solving

·         Ability to handle hostility, conflict, and uncertain situations

·         Ability to work with frequent interruptions and changes in priorities

·         Ability to develop and maintain knowledge and skill in the use of computerized tools, databases, and communication techniques used in HR

·         Ability to establish and maintain good working relationships with other City employees and the public

·         Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions.

Qualifications 

·         Requires an Associate’s Degree in Human Resources, Business, or related field

·         Bachelor’s Degree preferred

·         Minimum of two (2) years relevant experience in Human Resources or recruiting and selection

·         A combination of education and pertinent experience may be considered

·         A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas Class “C” driver's license within 90 days of hire
