Description | Salary: $24.50 to $34.88 per hour (DOQ) Work Period: 8:00 a.m. to 5:00 p.m., Monday through Friday, or as required MINIMUM QUALIFICATIONS: Education and Experience: Bachelor of Science degree in Environmental Science, Environmental Engineering, Chemistry, Biology or related field or any equivalent combination of education, training, and experience. Three years of experience in implementation and enforcement of environmental regulations and requirements preferred. Experience in Industrial Pretreatment preferred. License and Certifications: Class A license in Wastewater Laboratory Analysis from State of Oklahoma Department of Environmental Quality desirable. Valid Oklahoma Driver's License and a satisfactory motor vehicle record. Knowledge: Organic and inorganic analytical techniques. Wastewater treatment system(s) and biological and chemical processes. Proper waste sampling techniques. Wastewater Treatment Plant processes. Laboratory procedures for conventional water and wastewater analysis. State and EPA Regulations relative to significant and categorical industrial waste discharges. Codes, regulations and ordinances governing industrial discharges to municipally-owned treatment and collection systems. Basis computer and Microsoft Office knowledge and experience, including Access. Skills: Effective oral and written communications. Reading and interpreting technical reports, plans and specifications. Explaining, interpreting and enforcing codes and regulations, firmly, tactfully, and impartially. Establishing and maintaining working relationships with other employees, industrial representatives and the public. Ability to work independently and use initiative. Mental and Physical Abilities: Ability to maintain regular, predictable and punctual attendance. Ability to concentrate and pay close attention to detail. Ability to interpret technical reports. Ability to coordinate and assist in environmental programs. Ability to sit, stand, walk, bend, stoop, pull, and lift. Limited amount of physical effort required associated with lifting and carrying light objects (less than 25 lbs.) 5-10% of work time and moderately heavy (25-50 lbs.) supplies occasionally. Additional Information: Selected applicant must pass a background investigation, physical examination, and drug screen. DUTIES AND RESPONSIBILITIES: Essential Functions: Applies knowledge of Federal Regulations for the Industrial Pretreatment Program. Evaluates industrial and commercial discharges for compliance with water quality standards. Establishes and maintains contact with industrial representatives and works with them in the collection of industrial pretreatment samples. Enforces the pretreatment ordinances and prepares enforcement actions involving violations. Assists in preparing and maintaining various reports required by regulatory agencies. Monitors and samples permitted discharges. Inspects permitted industries. Inspects commercial/industrial facilities to determine the need for permitting and issues permits when necessary. Organizes and coordinates sampling schedule and laboratory analysis for industrial pretreatment. May appear in court on matters of pretreatment violations. Works extensively with other City departments or divisions. Advises restaurants, car washes, gas stations, etc., on proper ways to dispose of prohibited waste. Assists in educating the public on related subjects. Performs related work as required.WORKING CONDITIONS: Works in an office and in the field. On call 24 hours a day, 7 days a week. |
