Salary: $98,446 - $157,518

Eagle County Government is hiring a Regional Transportation Director to join our progressive, service-oriented transit department. The director will oversee the operation of the multi-modal mass transportation system and implement innovative ideas to improve access for Eagle County residents. This position will explore and develop more methods for collaboration with other transportation entities in the region and state as well as other Eagle County departments. In addition to working on these exciting developments, the director will plan, direct, coordinate, and supervise the overall administration of day-to-day operations for the Eagle County Regional Transportation Authority (RTA) and ensure complete compliance with state and federal regulations to effectively deliver regional transportation services in the county.

Some of the projects already underway include:

  • Delivery of short and long range initiatives and programs identified in the recently completed Transit Development Plan and First/Last Mile Study
  • Implementation of a ride information system, called the Transit Hub, that will connect multiple transportation districts in one place 
  • Roll-out of electric buses and infrastructure

Duties

  • Develops long and short-term plans for the provision of mass transportation in the county using revenues of mass transportation systems and the mass transportation sales tax, as well as other available revenue sources. The RTA includes but is not limited to consideration of bus, bike paths, trail development, rail, fixed guide way, rapid transit, and other means of conveyance, excluding air.  Develops and implements capital and operational components of mass transportation.
  • Develops and implements policies, procedures, and methods regarding the modes of mass transportation.  Develops seasonal operating plans for the mass transportation system, for winter (November through April) and summer (May through October) seasons, providing such information as the number of estimated riders, routes, fares, estimated revenues, schedules, and personnel needs.
  • Develops, analyzes, and implements an annual mass transportation budget in accordance with the county’s annual budget process, provisions of the state statutes and the ballot question approved by the voters. Presents policies, budgets and mass transportation system operating plans as well as reporting RTA’s efforts to the ECRTA Board of Directors and the Board of County Commissioners for approval.
  • Engages consultants, professionals, and contractors. Enters into contracts for goods/services consistent with county policies. Manages collaborative partnerships throughout the region and state for transportation project delivery and intergovernmental agreements. 
  • Acts as the liaison to the Board of Directors; coordinates the board’s agenda preparation, and attends board meetings. Acts in an advisory capacity to the board and interprets and applies the policies of the board. 
  • Acts as media liaison with press representatives and serves as the principal spokesperson for RTA. Performs marketing duties including print and radio. Upholds advertising contracts.
  • Prepares programs, attends meetings and seminars, etc. that pertain to mass transportation as a presenter and/or representative for the county, region, or state.  
  • Facilitates the harmonious operation of multiple factions; the county, seven town governments, private resorts, and business interests regarding transportation issues.
  • Collaborates with appropriate Eagle County departments such as Housing, Engineering, Facilities Maintenance, Road and Bridge, Community Development and Sustainable Communities.
  • Oversees and manages staff responsible for grant applications, compliance, and administration.  Serves as the liaison for the procurement manager and operations manager to make grant funded purchases. Makes recommendations and sets budget allocations for the receipt and expenditures of grants funds and purchases.
  • Sets forth vision for Intelligent Transit Systems (ITS) solutions for RTA fleets and public needs. Manages and oversees staff responsible for implementation and maintenance of ITS solutions and equipment.
  • Responsible for all department performance evaluations, goal setting, hiring, training, and personnel actions. Manages and trains key staff to implement these functions for up to 70 employees.  Directly performs these duties for up to 5 staff members. 
  • Stays informed of pending legislation impacting RTA; provides recommendations to RTA. Plans and develops procedures that maintain complete compliance with state and federal regulations.
  • Manages and oversees the Planning Manager to respond to potential planned developments with recommendations on transportation aspects and improvements.  Monitor progress of transit components from planning through project close out.
  • Deliver constant scanning of the most pressing transportation needs and priorities and adapt focus and programming quickly to proactively address.
  • Performs other related duties as required.

Qualifications

  • Bachelor’s degree in Transportation, Business or a related field required
  • Master’s in business or public administration preferred.
  • Ten years of progressively responsible experience in transportation or related field, including five years of supervisory experience, or any equivalent combination of education, training and experience which produces the required knowledge, skills and abilities.
  • Government experience desirable.
  • Knowledge of mass transportation principles, practices, methods, and trends. 
  • Knowledge of federal, state, county and other local policies, laws, regulations, and safety.
  • Ability to effectively develop and manage authority mission and operation.
  • High level of analytical and technical skills.
  • Effective communication, both oral and written.
  • Advanced level of interpersonal skills necessary to provide effective leadership and develop cooperative working relationships.  
  • Contract negotiation experience. 
  • Ability to concentrate and pay close attention to detail in reading/writing reports, reviewing/preparing/presenting budgets, representing the RTA at internal/external meetings.  Handle breaks in concentration due to interruptions.
  • Ability to read, understand, and follow written/verbal instructions; function with little or no supervision. Make interpretations and decisions quickly and independently; using sound judgment.
  • Ability to compile data, keep records, compile reports, and maintain files.
  • Ability to lift and carry 50 pounds occasionally. Requires physical effort associated with stooping, reaching, continued walking, standing, climbing; grasping and use of fingers/hands.
  • Must possess a valid CO driver's license or be able to obtain one within 30 days of employment with a satisfactory motor vehicle record.
