Description

Under general direction of the Revenue Collections Manager, directs and coordinates administrative activities and operations of the revenue collections divisions including organizing and directing all activities, coordinates assigned activities with other divisions, and supervises the daily interaction with the general public.  Directly responsible for accuracy of the monthly billing of the utility user fees (including water, sewer, sanitation, & stormwater) and annual PID billings. Supervises assigned Revenue Collections staff.
  
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Essential Job Functions:

  • Supervises daily revenue collection functions and provides direction regarding procedures, customer service issues, computer operations and processes/procedures.
  • Monitors daily customer account transactions including new service, payments, transfers, cancellations of service and customer inquiries.
  • Manages the billing process.
  • Monitors division staff for accuracy, timeliness and quality of response to customers.
  • Responds to complex billing inquiries and complaints referred by staff.
  • Reviews customer refunds posted to Incode and transferred to Finance for check processing.
  • Reviews meter readings for accuracy and monitors monthly water usage and lost water ratio.
  • Ensures that work orders are completed in a timely manner and maintains records and reports as required.
  • Reviews and manages the zone billing books updated by staff.
  • Interviews and makes hiring recommendations to the Revenue Collections Manager regarding staff; provides or coordinates employee training.
  • Evaluates staff and prepares performance reviews; counsels subordinates regarding disciplinary and other problems, prepares appropriate documentation; recommends disciplinary action up to and including termination.
  • Lead manager for Incode computer system upgrades and maintenance.
  • Must be able to communicate effectively with subordinates and the public.

 Other Important Duties:

  • Prepares and provides justification for budget estimates and supporting data for the division.
  • Travels to attend meetings, conferences and training.
  • Regular and consistent attendance for the assigned work hours is essential
  • Performs other related duties as assigned.

Required Knowledge and Skills:

  • Knowledge of computers and related equipment, hardware and software applicable to billing and metering.
  • Knowledge of accounts receivable, accounts payable, and reconciliation methods and practices.
  • Knowledge of customer service practices, methods and techniques.
  • Skill in effective oral and written communications.
  • Skill in planning and implementing billing procedures and objectives.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in resolving customer complaints and concerns.

 
Preferred Education, Experience, and Certifications:

  • Bachelor's Degree in Accounting, Public Administration, Business Administration or related field, and three (3) years accounting (government preferable) experience including revenue collections management and three (3) years increasingly responsible supervisory experience; or equivalent combination of education and experience.
  • Must pass a pre-employment drug screen, criminal background check and motor vehicle record check.  
  • Must possess State of Texas Drivers License.

Fingering – picking, pinching, typing, working with fingers rather than hand.
Handling – picking, holding, or working with whole hand.

Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.

Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.
Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.
Talking 1- expressing ideas by spoken word
Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.

Work Environment      
 
Work performed is primarily:
Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Equipment and Tools Utilized:
  • Equipment utilized includes personal computer, copier, calculator, fax machine, adding machine, shredder and standard office equipment.
