Description | Procurement Analyst Annual Salary: $42,286.40 - $49,171.20 Job Summary Performs analyses of certain services and activities to recommend and implement cost saving actions and procedural enhancements; coordinates the procurement of certain products, services, and construction projects; writes solicitation documents based on analyses and communication with departments; writes procedural and directive documents based on investigations, evaluations, and analyses; and maintains the Purchasing Department pages of the City’s website. Essential Duties & Responsibilities •Oversee processing of utility service invoices (e.g. electricity, natural gas, propane, water, cellular services, and phone services) and maintain a historical data base of consumption/usage. Perform analyses of billings and consumption, and based on analyses, recommend cost saving and process improvement opportunities. •Assist with the management of Facility and Parks construction projects. Tasks will include coordination of projects, writing specifications & solicitation documents, maintenance of project files, initiation and creation of contract-related documents, applying for building permits, processing of pay application and performance reports, communication with those involved with the project to enhance timeliness and thoroughness of performance, and other tasks as may be needed to complete the projects on time and on budget. •As directed by the Director, write and assist with the implementation of procedural polices and directives. •Procure and manage contracts as assigned by the Director. The procurement process will include the writing and management of invitations to bids (ITB’s) and requests for proposals (RFP’s), which will require coordination with departments and other stakeholders to clearly understand the specific contractual need. The procurement process may include the facilitation of an evaluation committee, negotiations with vendors, and other tasks to fulfill the contractual need. •Maintains complete and accurate content on the Purchasing pages of the City’s website and intranet. •Perform other tasks as may be assigned by Purchasing Department management.
