GENERAL STATEMENT:

Under general direction of the City Engineer, perform responsible, professional work coordinating various engineering and architectural projects, and train and serve as a team leader/supervisor of various projects. Serve as liaison with contractors, consultants, and utility departments. The current primary focus of this position will be project management for the upcoming expansion of the City's wastewater treatment plan.

 

ESSENTIAL FUNCTIONS:

  • Develops, monitors, analyzes, reports, and revises the schedule by obtaining input from knowledge and/or technical sources. Manages and initiates review and/or design of engineering/architectural projects.
  • Manages the selection process and administers consultant services, including negotiating contract terms and fees by negotiating the contract, approving the consultant's product, approving payment to consultant, initiating poor performance remedies, etc.
  • Manages, monitors, and reviews contracts and contractors to ensure compliance with contractual obligations, including administering change orders and estimates.
  • Develops short-/long-range plans for future to ongoing projects, including estimating timelines for startup and completion of projects.
  • Develops, maintains, and improves design and construction project management policies and procedures.
  • Provides technical advice and assistance to City management, field personnel, contractors, etc.
  • Develops and evaluates plans, criteria, etc. for a variety of projects, programs, and plans.
  • Meets with project engineers/architects and contractors to discuss designs, design changes, and provide resolutions.
  • Coordinates the analysis of site selection by hiring various consultants to develop reports and reviews recommendations with consultants and sponsoring departments.
  • Resolves conflicts and difficult situations.
  • May provide leadership and/or supervision to assigned employees or project management team members.
  • All other duties as assigned.

QUALIFICATIONS, EXPERIENCE AND/OR CERTIFICATION REQUIREMENTS:

  • Graduate with a bachelor's degree from an accredited College or University in Engineering, Architecture, or Construction Science, plus four (4) years of experience in a field related to Engineering, Architecture or Construction Management.
  • OR Graduation with a bachelor's degree from an accredited College or University in any field, plus six (6) years of experience related to Engineering, Architecture, or Construction Management.
  • Previous experience working on the project design/project management of a Wastewater Treatment Plant or Facility is highly preferred.
  • Must possess or be able to obtain a valid Texas Driver's License and be eligible for coverage under the City of Kyle vehicle insurance provider.
  • An individual who poses a direct threat to the health and safety of himself/herself or others in the workplace will be deemed not qualified for this position.
