Description

GENERAL PURPOSE:  Under general supervision of the Environmental Services Division, performs a variety of Code Enforcement functions; patrols the City to identify violations of various codes, conducts code related inspections and investigations; responds to citizen inquiries and calls for service; prepares and maintains records and documentation; and performs other related duties as assigned.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

  • Patrols the City and monitors for code violations pertaining to the municipal zoning ordinance, illegal signage,  tall grass, junk, debris, graffiti, abandoned vehicles, property maintenance, parking, landscaping, outside storage, etc.
  • Responds to and investigates public complaints regarding alleged code violations; investigates environmental related concerns.
  • Prepares and sends/presents notices of violation to offenders; responds to inquiries from property owners regarding violations; issues citations as necessary.
  • Tracks and maintains documentation regarding code complaints and violations; updates related records and logs.
  • Performs re-inspections of all code violations and determines appropriate compliance actions.
  • Compiles and presents case documentation to the Municipal Court for prosecution as required; assists the City Attorney’s Office in the prosecution of code violations.
  • Patrols, enforces and monitors the downtown parking program for code violations.
  • Conducts research including but not limited to State laws, City ordinances, health and safety regulations, subdivision plats, property ownership, and/or deed, lien, and utility records.
  • Updates and maintains the Department’s code enforcement databases; prepares and submits monthly reports.
  • Works with the Environmental Services Manager and River Operations Manager on enforcement of zoning and other codes violated by river tourism-related operations.
  • Performs other duties as assigned or required.

MINIMUM QUALIFICATIONS:

Education and Experience:

High School Diploma or equivalent; and two (2) years customer service, code enforcement or inspections experience; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

  • Certification by the State of Texas as a Certified Code Enforcement Officer is required or must obtain within six (6) months of employment. 
  • Valid Texas Driver’s License.

    Required Knowledge of:

  • Code enforcement principles, processes, and procedures.
  • City of New Braunfels codes and ordinances.
  • Planning and Zoning related codes and ordinances.
  • Code enforcement records, reports, and documentation.
  • Standard computer software applications.

    Required Skill in:

  • Effective interpersonal and professional communication skills for building and maintaining positive relationships with employees, citizens, visitors, and the general public.
  • Coordinating and performing a variety of code enforcement functions.
  • Monitoring and ensuring compliance with municipal codes and regulatory requirements.
  • Responding to public inquiries and complaints regarding code related matters.
  • Investigating and following up on violations in code.
  • Preparing and maintaining various types of code enforcement documentation.

    Physical Demands / Work Environment: 

  • Work is performed primarily outdoors with exposure to variable and extreme weather conditions, uneven terrain, substandard/unstable structures, domestic animals, rodents, sewage, and hazardous materials and chemicals.
  • Involves driving, sitting, standing, walking, bending, and reaching for extended periods of time, and ability to safely lift, carry and move items and objects weighing up to fifty (50) pounds.
  • Must be able to work flexible schedule, irregular hours including evenings, weekends, and holidays on any assigned shift.
  • May be required to work immediately before, during or after an emergency or disaster.

Starting minimum salary range is $17.86 - $21.43 per hour based on experience and qualifications. Benefits include Texas Municipal Retirement System; paid vacation and sick leave accrual; medical, dental, vision, and life insurance. EOE
