Salary: $115,517 - $164,479 Annually. Work Period: 8:00 a.m. to 5:00 p.m., Monday through Friday or as required

MINIMUM QUALIFICATIONS:   Education and Experience:  Law degree from an accredited college or university.  Seven years of progressively complex and responsible related work experience, which includes four years of supervisory and managerial experience, in order to effectively develop and manage department mission and operations.  Licenses and Certifications:  Admission to State Bar and Federal Bar.  Maintain current memberships in the Oklahoma Bar Association and the American Bar Association including continuing education requirements. Knowledge:  Municipal, state and federal law effecting city governments.  Judicial procedures in all applicable courts.  Administration of staff and activities, either directly or through subordinate supervision.  Administrative principles and practices, including goal setting and program budget development and implementation.  Methods and techniques of legal research, analysis and report presentation. Skills:  Planning, organizing, assigning, directing, reviewing and evaluating the work of staff.  Preparing clear and concise reports, correspondence, and other written materials.  Public speaking and persuasion.  An advanced level of interpersonal skills necessary in order to provide effective leadership to subordinate personnel as well as to develop cooperative working relationships with employees, senior management, and elected officials. Mental Abilities:  Ability to analyze complex legal and/or administrative problems, evaluate alternative solutions and adopt effective courses of action.  Ability to maintain regular, predictable and punctual attendance. Additional Information: Selected applicant must pass background investigation and drug screen.

DUTIES AND RESPONSIBILITIES: Essential Functions:  Directs all operations of the Legal Department.  Supervises professional and support personnel; interviews and hires personnel; instructs employees in correct methods and procedures; monitors and inspects work; reviews and evaluates employee performance.  Provides legal advice to the City Manager on matters effecting City Administration. Prepares legal opinions for the City Manager, City Council and City staff in matters of City concern.    Oversees actions in Municipal, State, including the Oklahoma Workers’ Compensation Commission, and Federal Courts and participates when necessary.  Oversees actions in administrative agencies, such as the Oklahoma Employment Security Commission, The Equal Employment Opportunity Commission, the Corporation Commission, etc.  Attends City Council meetings and meetings of Boards and Commissions.    Prepares forms and other legal documents used in the day-to-day operations of the City.  Prepares and presents annual budget and administers funds for the department; monitors expenditures to ensure compliance with budget. Maintains and upgrades professional knowledge, skills, and development.  Performs special assignments as requested, to include researching and preparing reports and projects, developing and implementing programs, and presenting legal issues to management, elected officials, and others.

WORKING CONDITIONS:  Work is performed in a normal office environment where there are little or no physical discomforts.
