Description | Salary: $105,672 - $150,462 Annually. Work Period: 8:00 a.m. to 5:00 p.m., Monday through Friday or as required MINIMUM QUALIFICATIONS:Education and Experience: Master’s degree from an accredited college or university in Regional and City Planning or a related field. Eight years of progressively complex and responsible related experience within communities dealing with development and redevelopment, including five years of supervisory and managerial experience, in order to effectively develop and manage department mission and operations. Experience in organizations with staff size and overall operating budgets similar to or larger than the City of Norman is preferred. Licenses and Certifications: American Institute of Certified Planners (AICP) preferred. Knowledge: Work requires a level of knowledge equivalent to that normally acquired through a Master’s degree in Regional and City Planning to gain sufficient knowledge and familiarity with theories and principles of city planning for application to practical development problems. Principles and practices of city planning including zoning, subdivision, and land use regulations. Federal programs and regulations concerning land use and public planning. Municipal finance and budget preparation procedures. A thorough knowledge of building inspection, code enforcement, and development fees is preferred. Skills: Planning, organizing, assigning, directing, reviewing and evaluating work of staff. Selecting and motivating staff and providing for their training and professional development. Analyzing and resolving office administrative situations and problems. Preparing clear and concise reports, correspondence and other written materials. Researching, compiling and summarizing a variety of informational and statistical data and materials. Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction. Communicating clearly and effectively both orally and in writing. Analytical abilities necessary to make sound, logical interpretations of codes and regulations. An advanced level of interpersonal skills necessary to effectively interact with internal staff, citizens, contractors, government agencies, and elected officials. Mental and Physical Abilities: Significant ability to concentrate and pay close attention to detail in reviewing, preparing and presenting budgets, reading and writing reports, or representing department at in-house or outside public meetings. Mental/visual effort required due to sustained periods of concentration necessary for the design and layout of a project and constant breaks in concentration associated with staff and/or the public requiring assistance. Ability to exercise sound judgment and work independently on matters of responsible nature. Ability to maintain regular, predictable and punctual attendance. Additional Information: Selected applicant must pass background investigation and drug screen. DUTIES AND RESPONSIBILITIES:Essential Functions: Plans, directs, coordinates, and monitors the preparation and administration of all facets of the comprehensive and subsidiary plans for the physical development of the City of Norman. Serves as advisor to the City Manager, Planning Commission, City Council, and other department heads on issues concerning land development and planning matters. Represents the department with various public and private bodies, federal officials, civic groups, and private citizens, including ACOG, Planning Commission, Board of Adjustment, Reapportionment Commission, and Developers Council. Supervises professional, technical, and clerical personnel. Supervises the staff preparation and implementation of the City’s Community Development Block Grant Application and program and related housing programs. Provides oversight and program supervision of the City’s Geographic Information System and code compliance, permit and building inspection functions. Coordinates work with other City departments such as Public Works, Utilities, or Parks and Recreation to plan development, construction, and reviews. Prepares and administers the Comprehensive Plan for the City including review of amendments to the plan and measures required to implement the plan. Prepares and interprets the zoning ordinance, subdivision regulations and other land use controls. Prepares and supervises departmental budget; monitors expenditures to ensure compliance with budget constraints. Administers and ensures compliance with departmental policies. Prepares comprehensive, technical reports concerning public land use policies. Performs other related work as required. WORKING CONDITIONS: Works in a normal office environment where there are little or no physical discomforts.
