Description

GENERAL PURPOSE:  Under general direction, is responsible for performing supervisory and specialized work in the Planning and Community Development Department overseeing the activities of the Building Division, including assuring effective enforcement of and adherence to building codes and regulations. Conducts research, provides data, makes recommendations and implements solutions to achieve department goals and objectives. Exercises direct supervision over assigned staff.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. The person filling this position performs these duties, and/or supervises the team who does.

 

  • Develops administrative and operational plans to ensure the efficient operation of the Building Division of the Planning and Community Development Department. Operations include but are not limited to customer service, plan review, building inspection, permitting, certificates of occupancy, and associated administrative activities.
  • Coordinates administration and enforcement of building and property maintenance codes with other divisions, departments and partner agencies.
  • Serves as the appointed floodplain administrator pursuant to the provisions of the Flood Damage Prevention ordinance.
  • Leads and/or assists with the City’s participation in the National Flood Insurance Program’s Community Rating System (CRS).
  • May serve as the City’s ADA (Americans with Disabilities Act) Coordinator.
  • Collaborates with multiple divisions and departments on special projects.
  • Reviews and evaluates development proposals, designs, applications, variance and waiver requests, technical documents and special permits for compliance with City standards, ordinances and regulatory requirements; examines and authorizes the issuance of approved building permit applications, plans and certificates of occupancy; issues stop-work orders when necessary.
  • Confers with architects, engineers, contractors, developers, property owners and other stakeholders regarding review of plans, interpretation of building codes, and administration of building inspections.
  • Examines blueprints to assure plans conform to the building, electrical, mechanical, plumbing, fire, and other codes, and the zoning ordinance.
  • Manages the International Codes update and adoption process.
  • Participates in regional activities with other cities to ensure consistency of code interpretation and implementation.
  • Evaluates and analyzes issues, and recommends and implements innovative management solutions.
  • Interprets, applies and explains codes and regulations; resolves permit or inspection issues; investigates and resolves complaints.
  • Provides leadership, direction and guidance in technical processes and procedures; assigns and coordinates tasks and projects; reviews work for conformance with requirements and safety standards.
  • Assures the quality and timely accomplishment of division duties and responsibilities; works with director to establish, track and report appropriate performance metrics; adopts and implements Standard Operating Procedures (SOPs).
  • Trains and coaches staff; develops staff skills and conducts performance evaluations; works with staff to correct any performance deficiencies; meets regularly with staff to disseminate department information provided by the director, and to discuss and resolve issues.
  • Implements customer service initiatives and ensures the highest standard of customer service excellence is consistently delivered.
  • Serves on committees as required; serves as liaison and administers boards and commissions as assigned.
  • Leads public meetings of stakeholders as needed.
  • Provides consultation to the director and colleagues on all issues related to the division.
  • Prepares responses for City Council, staff and citizens regarding division responsibilities.
  • Prepares and recommends code/ordinance amendments.
  • Performs other duties as assigned or required.

     

    MINIMUM QUALIFICATIONS:

     

    Education and Experience:

    Bachelor's Degree in Architecture, Engineering, Construction Management, Urban/Regional Planning, Public Administration, Business Administration or related field; AND at least five (5) year’s of increasingly responsible experience in construction management, inspection, customer service and building code administration, including three (3) years supervisory experience; OR an equivalent combination of education and experience. Experience working for a large or fast-growing municipality is strongly preferred.

     

    Required Licenses or Certifications:

  • Valid Class “C” Texas Driver’s License
  • International Code Council (ICC) Certified Building Official required or able to obtain within one (1) year of employment.
  • Certified Floodplain Manager (CFM) preferred
  • Depending on the needs of the City, may be required to obtain additional technical certifications.

     

    Required Knowledge of:

  • Local government organization, operations, policies and procedures.
  • Federal, state and local building, housing and safety codes and regulations.
  • Americans with Disabilities Act (ADA) requirements and regulations.
  • Planning and zoning ordinances and regulations, and rules of civil procedures.
  • Methods, procedures and techniques for evaluating technical compliance.
  • Other government regulatory agencies and specialized sources of building safety information.
  • Principles and practices of urban and regional development and land use.
  • Principles and practices of the construction industry and building trades.
  • Principles and practices of administrative and organizational management.
  • Principles and practices of employee supervision including coaching, training, situational leadership and motivation.
  • Principles and practices of managing consultants and consultant contracts.
  • Occupational hazards and safety precautions.

     

     

    Required Skills in:

  • Interpreting building, plumbing, electrical, mechanical, floodplain and zoning regulations, rules, codes, and statutes, and comparing them against engineering drawings, building plans, plats, site plans, details, estimates, maps and specifications.
  •  
  • Detecting deviations from plans, regulations, and standard construction practices.
  • Analyzing issues and processes, identifying and evaluating alternative solutions, projecting consequences of proposed actions, and preparing logical recommendations based on findings.
  • Applied critical and analytical thinking to solve complex problems, develop recommendations, and effectively discuss with pertinent individuals or groups.
  • Ability to implement policies and procedures in support of goals.
  • Ability to facilitate development projects through the process.
  • Establishing and maintaining cooperative working relationships with colleagues, employees, elected and appointed officials, design and construction professionals, developers, representatives from other local, state and Federal agencies, businesses and the general public.
  • Ability to work with the general public in a variety of scenarios and settings, including diffusing difficult situations while providing and setting the example for customer service excellence.
  • Ability to plan and prioritize the work of assigned personnel in a fast-paced environment.
  • Skill in utilizing personal computing devices and associated software programs.
  • Ability to communicate clearly and effectively, both verbally and in writing: correct grammar, composition, spelling, punctuation and vocabulary.
  • Effective public speaking and presentation skills, including to boards and commissions.

     

    Physical Demands / Work Environment: 

  • Work is performed in a standard office environment subject to sitting, standing, bending, and reaching for extended periods of time; and must be able to pull, push, lift, and carry items weighing up to forty (40) pounds.
  • Occasional field inspection/job site visits in all weather conditions.
  • May be required to work immediately before, during or after an emergency or disaster.
  • Note:  This position is designated safety/security sensitive.

Starting minimum salary range is $66,780 - $83,475 per year based on experience and qualifications. Benefits include Texas Municipal Retirement System; paid vacation and sick leave accrual; medical, dental, vision, and life insurance. EOE
