This position is responsible for the management of employee benefits in all the City of Amarillo (City) operations, including the implementation and development of benefit and wellness programs. Prepares and distributes written communication to employees and retirees regarding benefit programs, annual enrollment, employee orientation, plan documents and any benefit changes; monitors health insurance program via monthly cost reports; serves as the primary point of contact for all benefit vendors; responsible for the administration of the City’s TMRS plan and 457(b) plan; provides special guidance and assistance to all locations on various employee benefit plans; surveys the industry and/or community to determine the City’s competitive position in employee benefits; develops, recommends, and installs approved, new, or modified plans and employee benefit policies; counsels employees regarding retirement to ensure a smooth transition and proper completion of all necessary paperwork; and supervises administration of existing plans; supervises exempt and non-exempt staff; develops cost control procedures to assure maximum coverage at the least possible cost to the City and employee. Requires a bachelor’s degree in Public Administration, Business Administration or a related field and a minimum of five years of related experience. A Master’s Degree is preferred. CEBS certification preferred. Experience in the administrative operations of a self-insured program is preferred. Valid Texas Driver’s License Required. The City may consider any combination of education and experience in determining a candidate's minimum qualification. Salary: Minimum- $74,000 yr/DOQ
