SALARY DEPENDS ON EXPERIENCE AND EDUCATION

DESCRIPTION

Under the general direction of the Director of Human Resources, directs and supervises the administration of risk management functions for the City of Abilene.
 
SUPERVISION EXERCISED
 
This position supervises the following positions: Claims/Safety Coordinator and the HR Specialist for Risk Management.

EXAMPLES OF DUTIES

dentifies all risks of loss arising from diverse City operations, activities, and/or property ownership, both current and contemplated; researches, evaluates and recommends the best methods and programs for managing those risks.
 
Evaluates the need for insurance/self-insurance programs and makes appropriate recommendations; works with insurance markets to develop coverage(s) tailored to City needs; purchases and/or renews insurance coverages and files claims as appropriate.
 
Administers and monitors the self-insured workers' compensation program; supervises the workers' compensation third-party administrator.
 
Ensures City properties and assets are adequately insured and additions/improvements are promptly added. 
 
Administers employee drug and alcohol testing programs, including D.O.T. compliance.

Investigates and documents accidents which may result in third-party claims by others against the City to assist in determining legal liability.  Negotiates settlement of claims against the City that are not in litigation.
 
Inspects properties and operations for compliance with best practice safety standards.
 
Develops safe driving requirements and maintains official driver history records.
 
Establishes and maintains effective safety and loss control programs to minimize the risks of injury to or damage to property of employees or the public due to City operations. 
 
Maintains and publishes the City's Employee Safety Manual. Provides training, information and responds to inquiries from employees, supervisors, managers, and directors.
 
Prepares and administers the Risk Management budget.
 
Ensures compliance with Federal and State laws.
 
Utilizes and installs technology solutions for managing databases and reporting of relevant data, including: liability and workers compensation claims data, City properties, equipment, vehicles, and chemical inventories.  Ensures accuracy and security of all data maintained.
 
Generates detailed analytical reports, graphs and tables on loss trends by category.
 
Maintains confidential personal health information in accordance with HIPAA.
 
Recommends and monitors insurance and/or bond requirements for contractors working for the City; may review insurance, indemnity and bond provisions in City contracts and agreements upon request.
 
Upon request, assists with activities of the City's Emergency Operation Management Program.
 
Maintains official documents and records of destruction.

TYPICAL QUALIFICATIONS

Knowledge of:
           
Federal and State laws relating to workplace safety and liability.
 
Texas workers compensation regulations.
 
Commercial property and casualty insurance concepts.
 
Proficiency in using a variety of computer software applications, specifically Google Suite along with a strong proficiency in Microsoft Excel with the ability to utilize Excel functions to increase efficiency, Microsoft Word and various operating systems and HRIS software systems.
 
Office administration procedures.
 
Skill to:
           
Maintain a high level of confidentiality and handle sensitive situations and documents.
 
Develop and maintain budgets.
 
Proofread documents with exceptional attention to detail in composing and typing documents and reports.
 
Problem solves using analysis and critical thinking to resolve issues.
 
Use basic mathematical skills including percentages and means.
 
Ability to:
           
Manage large scale projects and organize regular activities to effectively establish priorities and proactively meet deadlines.
 
Professionally communicate both orally and in writing to citizens, City employees and large groups.  Make presentations.

Plan, evaluate, develop and implement professional, effective loss control programs.

Experience and Training Guidelines:
 
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:
 
Experience:
           
Five (5) years of progressively responsible experience in enterprise risk management, including developing and implementing loss control programs, is required. 
 
A demonstrated working knowledge of Texas workers' compensation, workplace safety programs, liability and loss prevention, property and casualty insurance coverages, hazardous materials, commercial and motor vehicle driver safety, and D.O.T. drug and alcohol testing is required.
 
Education/Training:
 
A Bachelor's degree or higher in Business Administration, or another relevant field of study, is preferred. 
 
Completion of training programs in the areas of responsibility is required.
           
License or Certificate:
           
A valid current Texas driver's license, the ability to obtain one within (10) days of employment, or a military waiver is required. A responsible driving history is required.
 
Certified Risk Manager designation is preferred.
 
Loss prevention certification is preferred.
 
Special Requirements:
 
Essential duties require the following physical skills and work environment:
 
Ability to drive a motor vehicle and maintain a responsible driving record.
 
Ability to walk, stoop, bend, climb and kneel.
 
Ability to work in a standard office environment.
 
With or without accommodation, ability to occasionally lift up to 50 pounds.
 
Ability to respond to after work hour incidents.
