Description

The City of Freeport is seeking a motivated professional experienced in all aspects of Human Resources to oversee those functions for over 170 employees. Major duties include recruitment, selection, classification, employer-employee relations, benefit administration, payroll, worker's compensation and liability program; training; supervising department staff; and coordinating activities with other departments.

EDUCATION/EXPERIENCE REQUIREMENTS: Bachelor’s Degree in human resources, business, public administration, or a related field; and three (3) years’ experience in professional human resources administration; and one (1) year supervisory or managerial experience. Five (5) years’ experience in professional human resources administration; and three (3) year supervisory or managerial experience; and PHR or SHRM certification or equivalent preferred. Any equivalent combination of education and/or experience may be considered.

DUTIES & RESPOSIBILITIES: Duties may include but are not limited to:

  • Privacy Official for the City’s health plans
  • Ensure the accurate and efficient processing of the City’s bi-weekly payroll
  • Create and maintain all personnel files
  • Complete and process all Human Resource, Claims, and Payroll forms; and, input into various on-line systems where required
  • Participate in and perform salary and benefits reporting and submit surveys
  • Maintain and assist in reviewing the city insurance coverage files
  • Maintain and review the city vehicle/mobile equipment records, file for titles and plates where required, and document the disposal means for accounting purposes
  • Process and maintain all city claims; and, work closely with all legal representation. Also, file and maintain all workers compensation claims ensuring compliance and non-abuse
  • Establish application and interviewing procedures and update as needed
  • Assist in establishing formal review process; and, review all performance evaluations prior to disbursement
  • Develop and maintain the employee Personnel Policy Manual; along with, all other HR and payroll related policies
  • Review background, credit, and reference checks; Perform drivers license reviews and records checks
  • Attend HR, risk management, and payroll related workshops and meetings
  • Ensure compliance of all payroll and HR related laws, ordinances, and policies

Salary

The City of Freeport offers an excellent benefits package which may include a relocation allowance. Based on Qualifications, $63,823 - $87,975 (Yearly Salary). Free health, dental and vision insurance for employee; 13 paid holidays; paid vacation and sick leave; education and longevity pay. City provides 2:1 match for retirement through TMRS.
