Job Summary
Provides legal services and advice to the City; represents the City in various legal matters; prosecutes misdemeanor cases; drafts legal documents; provides assistance to the City Attorney; and performs other related duties.

 

 

 ESSENTIAL FUNCTIONS AND DECISION MAKING:
Essential Functions 
  1. Serves as legal counsel to the City and its various departments; conducts research and provides related legal assistance and advice; represents City boards and commissions such as the Planning and Zoning Commission, Zoning Board of Adjustments, and Historic Preservation Commission. 
  2. Drafts contracts, ordinances, municipal policies, real estate documents, development agreements, economic incentive agreements and/or other types of legal documents. Participates in negotiation of these agreements with the city's management team.
  3. May be required to prosecute Class C misdemeanor cases in the Municipal Court when the  prosecutor is unavailable.
  4. Meets with private entities and governmental agencies contracting with the City, property owners regarding the acquisition of land, and/or other parties regarding various legal matters.
  5. Miscellaneous:
  • Provides assistance to and/or acts on behalf of the City Attorney as required.
  • May assign work tasks and monitor the quality of work performed by legal support personnel.

        6. Represents the City's interests in regulatory matters with state and federal agencies.
 
 
Decision Making 
  • Must demonstrate effective negotiation skills.
  • May assign work tasks to legal support personnel as required.


 

 

 MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications):
Minimum Requirements 
  • Juris Doctorate's Degree is required.
  • Five (5) years of progressively responsible municipal law experience is required.
  • License to practice law issued by the Supreme Court of Texas is required.
  • Must possess a valid Texas Driver's License with an acceptable driving record.
 

 

 CORE COMPETENCIES AND PHYSICAL DEMANDS:

  • Must be able to interpret and apply laws, regulations, codes, ordinances, and statutes; must have the ability to perform sound legal research and draft various types of legal documents.
  • Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City officials and departments, board members, outside agencies, and the general public.
 
 
Physical Demands and Working Conditions
 Physical requirements include lifting up to 15 pounds occasionally.  Subject to sitting and vision constantly; handling, fine dexterity, hearing and talking frequently; standing, walking, lifting, carrying, pushing/pulling, reaching and foot controls occasionally; climbing rarely.


Work Hours: 
Hours worked may exceed a traditional 40-hour workweek and include evening meetings and working on nights and weekends as necessary.
