Overview

The Assistant Director of Support Services provides comprehensive professional services to coordinate, support, and manage the Engineering Services department in the areas of human resources, finance, purchasing and budgets (operational and capital) and quality management of resources and technology.

The Assistant Director serves in a senior leadership role to support the department Director and Executive Director of Public Works through long term strategic planning and displaying sound judgement in department programs and services.

Essential Functions and Responsibilities

  • Direct and manage support staff and processes for project execution through to completion
  • Maintain the CMMI-based Quality Management Procedures adopted by Engineering Services
  • Assist in updating/improvement of specifications and other construction documents as needed to maintain Local and State regulatory requirements and to improve processes
  • Manage a support team for successful execution and completion of engineering projects that are technically complex, highly visible, and/or priority projects or programs; requires a high level of technical proficiency as well as coordinative and administrative responsibility
  • Develop and implement department operations by identifying, evaluating, and providing improvement recommendations on processes and work flow; assist in the preparation of preliminary and long range plans, schedules, estimates, budgets, specifications, special conditions, and contract agreements
  • Oversee all financial information for the Engineering Services department to include supervision of purchasing, accounts payable and budgets; track expenditures, prepare cost estimates, engineering and feasibility reports, and project studies
  • Prepare or assist with preliminary contract documents, specifications and plans, and special conditions and agreements
  • Coordinate and oversee work of contractors, affected public agencies and Utilities
  • Prepare, administer and manage the Capital Improvement Program and operational expenditure and revenue budgets for the department; monitor and provide status and progress reports
  • Inspect and monitor projects for legal compliance by reviewing work completed by contractors and ensuring compliance to specifications by completing complex calculations that provide further analysis of preliminary results of a project
  • Develop standard operating procedures, policies, and ordinances for various contracts and projects; provide analysis and recommendation of performance of various personnel assigned to contracts or projects
  • Prepare and deliver presentations to the public, City Council, and other stakeholders
  • Implement and administer programs related to information and data management including records management systems and technology
  • Supervise and direct department staff by providing comprehensive human resources services ensuring compliance with City policies pertaining to compensation, recruitment, employment practices, employee grievances, and performance appraisals
  • Evaluate and analyze the strategic training needs of the department and develop and implement plans; facilitate all staffing requisitions
  • Assist the Director and Executive Director in daily department operations
  • May be asked to perform other duties as assigned

Knowledge, Skills and Abilities

  • Must be able to interpret and apply Federal, State and municipal and technical statutes and codes; interpret and utilize Geographic Information data and maps; utilize drawings and codes to determine a project is meeting requirements
  • Must be able to review and independently perform engineering financial calculations and perform statistical analysis of performance metrics
  • Requires functional reasoning skills enabling the analysis of major problems that necessitate complex planning for interrelated activities that can span one or several work units
  • Requires situational reasoning skills allowing for the ability to exercise judgement, decisiveness and innovation in situations involving broader aspects of the organization and outside organizations

Qualifications 

·         Requires a Bachelor’s degree

·         Minimum of seven (7) years of relevant experience

·         A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
