POSITION DESCRIPTION:

The Director of Building Safety will direct, administer, manage, plan, and organize the operations of the Building Safety Department. Provide day-to-day leadership to staff to ensure the efficient and consistent delivery of service to the public in accordance with the "Sugar Land Way." Success in this position results in the enforcement of codes and amendments intended to safeguard the safety, health and general welfare of the public in buildings and neighborhoods throughout the City.

SUMMARY OF DUTIES:
The following functional areas are overseen by the Director of Building Safety: Permitting, Plans Examination, Building Inspection, Code Enforcement, and Health & Sanitation:
  • Permitting - Includes the collection of fees, processing of requests for permits and inspections, and providing information to the public. May review all major permit applications.
  • Plans Examination - Includes the review of plans and related construction documents of residential and commercial plans for code compliance prior to permit issuance to ensure conformance to codes, ordinances, regulations, plans, specifications, and standards. Approves, rejects, or annotates corrections on plans in accordance with standards established by the building, electrical, mechanical, plumbing and fuel gas codes.
  • Inspections - Includes verification that residential, industrial, and commercial structures are built in accordance with the approved plans, minimum building and other applicable codes and within the scope of the permit. Plans, assigns, supervises, and participates in the inspection of buildings in the process of construction, alteration, or repair to insure compliance with the building requirements for application of safe construction practices and conformance to codes, ordinances, regulations, plans, specifications, and standards.
  • Code Enforcement – Includes administration, interpretation, and enforcement of the related City's nuisance codes, zoning ordinances, minimum property standards, and neighborhood enhancement initiatives. Implement and maintain a rental property registration program.
  • Health & Sanitation – Performs general oversight of health and sanitation with the Assistant Director for all establishments (temporary and permanent) within the City.
  • Provides leadership and oversight for the Department of Building Safety. Develops and manages departmental budget and expenditures within the policies of the City. Oversees departmental performance measures, intranet pages, strategic projects, and other initiatives. Establishes department goals, objectives, policies, and procedures. Monitors department operations and processes to ensure compliance with policies, procedures and codes.
  • Provides direction and supervision to department staff including but not limited to defining duties and responsibilities to fulfill established service level expectations and departmental goals and objectives. Establishes and oversees departmental processes and procedures. Supervises and coordinates the work of department staff, giving advice on special problems as needed and reviewing and establishing field procedures. Hires staff, assigns work, performs evaluations, develops staff through training opportunities, and oversees disciplinary actions for departmental staff.
  • Assists and acts as a principal liaison with citizens, home owners' associations, and land owners, regarding matters related to code enforcement. Prepares and gives presentations to neighborhood associations and homeowner groups at various locations. Provides counsel to property owners and Homeowner Associations.
  • Prepares or supervises the preparation of written reports and correspondence, including plan reviews, inspections, actions taken, and regulatory efforts. Prepares staff reports, makes public presentations before elected and appointed boards and commissions; supervises and reviews preparation of staff reports and presentations by subordinate staff.
  • Investigates complaints with regard to non-compliance. Issues or causes issuance of correction notices, notices of violations, and stop work orders if hazardous or life-safety conditions exist.
  • Communicates courteously and effectively with citizens to ensure compliance with applicable codes; resolves complaints/problems related to code enforcement promptly and effectively.
  • Works with City Attorney and staff to prepare cases of violations; testifies in court as required. Participates in court cases involving complaints, stop work orders, enforcement actions, etc.
  • Strategically analyze and interpret codes, ordinances, and statutes. Makes recommendations for updates in order to stay in alignment with the City's vision.
  • Develops and maintains knowledge of construction technology, methods, and materials; updates code knowledge through regular continuing education; develops and conducts training in areas of expertise; participates in professional development activities.
  • Researches and implements systems/operations to provide more efficient and cost saving services. Monitors technical developments and legislation related to new materials, methods of construction, and code enforcement. Proposes and implements procedural and/or ordinance changes as necessary.
  • Prepares evidence and testifies on code violation cases; Serves as a liaison with Federal, State, and local officials in the interest of promoting uniform interpretation and enforcement of laws and regulation.
  • Participates at the Emergency Operations Center during emergency situations and participates in implementation of preparedness and recovery plans. Leads the efforts on damage assessments post major events. Required to work as an essential employee before, during and after an emergency or disaster, whether natural or acts of war.
  • Participates in professional, technical, and business groups related to the duties and objectives of the department, including the Building Officials Association of Texas. Serves as staff liaison to the Building Standards Commission.
MINIMUM QUALIFICATIONS:
Formal Education:
  • Bachelor Degree in Construction Management, Engineering, Public Administration, Business Administration or a related field from an accredited college or university; Master Degree preferred.
Relatable Work Experience:
  • Seven years of progressively responsible experience in building inspections, code enforcement, capital improvement project management or public works operations required, including three years of supervisory responsibility.
  • Preferred primary experience focusing on building, plumbing, electrical and mechanical codes and secondary experience focusing on the construction of buildings.  Will consider equivalent combination of education, training, and experience. Municipal experience is preferred.
Training (License and/or Certification):
  • Certification as a Building Official is preferred.
  • AACE Professional Certification is preferred.
  • Valid Texas Driver License.
ADDITIONAL INFORMATION:
Ideal candidates will have knowledge of state statutes, particularly the Local Government Code, as it pertains to zoning, subdivisions and building standards; a detailed understanding of data and analysis requirements pertaining to code amendments, demographics, mapping, land use plans and studies; familiarity with federal, state, local, and regulatory requirements applicable to construction, land use, codes, and the like. Must be able to function independently as an expert in matters of specialized building codes and rules.
