Description

Organizes and manages the City's solid waste disposal activities.

Essential Functions:

  • Plan, direct, organize, and monitor the activities of solid waste disposal;
  • Provide supervision and direction to environmental specialists/technicians performing activities related to compliance with regulatory agency requirements and permits;
  • Oversee the preparation of reports and communications with regulatory agencies;
  • Keep the Managing Director informed of key issues and concerns;
  • Analyze and evaluate the effectiveness of present programs, alternative methods of operation and prepare recommendations of improvements in operations;
  • Select, train, and supervise key staff, establish performance standards and evaluate performance of supervisory staff;
  • Establish work priorities and schedules, monitor employee relations activities within the department;
  • Direct the preparation of section budget, review and monitor expenses, prepare capital project requests, and monitor capital improvement projects;
  • Prepare revenue projection for solid waste disposal activities and monitor revenues collected;
  • Evaluate the scheduling of personnel and the utilization of manpower and equipment to ensure that the appropriate disposal of solid waste is provided;
  • Analyze and evaluate existing and future equipment needs and future demands for services;
  • Monitor and evaluate compliance with local, state and federal regulations;
  • Coordinate activities with regulatory agencies and take corrective action as needed;
  • Direct, maintain, and monitor the policies and practices of the Solid Waste disposal personnel in their relationships with the general public, other city departments, and local businesses and industry;
  • Perform related duties as directed.

Qualifications:

Completion of a bachelor degree in public administration, environmental health, engineering, or any related field with an additional five to seven years of supervisory experience in solid waste disposal, or any combination of relevant education and experience which will provide the following knowledge and ability requirements: 
 

Valid Current Driver's License

Physical Exam Required
"A" Texas Solid Waste Certification.

Knowledge of:

  • Principles and practices used in large scale earth moving operations;
  • The use of personal computers and software for various business and engineering applications;
  • EPA Subtitle D regulations;
  • Landfill practices;
  • Financial analysis and budgetary procedures;
  • Strong knowledge of environmental issues related to landfill operations.

Ability to:

  • Understand and communicate effectively with staff and consultants on technical engineering activities related to landfill operations such as surveying, technical drawing, and engineering calculations;
  • Read and interpret blueprints and contour maps;
  • Read, interpret, and apply federal and/or state regulations;
  • Deal effectively with the public;
  • Prepare and administer a budget;
  • Supervise the work of others;
  • Prepare a variety of management and regulatory reports;
  • Communicate effectively with others;
  • Demonstrate general working knowledge of heavy equipment used in earth moving and landfill operations.

Physical Requirements:

  • Occasionally stand and walk during the shift;
  • Occasionally bend and kneel during the shift;
  • Frequently lift up to 10 pounds and occasionally lift up to 70 pounds;
  • Occasionally push and pull objects;
  • Occasionally flex upper trunk forward at the waist and partially flex at the knees;
  • Occasionally rotate upper trunk to the left or right while sitting or standing;
  • Place arms above, at, and below shoulder height;
  • Coordinate eye, hand, and foot movement in order to operate a vehicle.
