Description

The Woodlands Township is one of two direct recipients of Federal Transit Administration (FTA) annual formula funding in the Conroe-The Woodlands Large Urbanized Area (UZA).  The City of Conroe is the other direct recipient.

With minimal supervision, the Transit Planner will perform management, analytical, and technical duties in support of transit programming and planning, coordination, and operation of the public transit operations and related activities provided by  The Woodlands Township, specifically the two FTA-funded public transportation services, to include The Woodlands Express park and ride services between the Township and City of Houston; and The urban circulator system, the Woodlands Town Center Trolley, operating in the Township’s Town Center area.   

Manage the implementation of transit and mobility plans, monitoring the performance of the operating contracts between the transit service providers and The Township working with the service providers to respond to passengers concerns, monitoring transit service effectiveness and efficiency, reviewing and monitoring performance and cost, and taking any necessary actions to cause Township transit operations to comply with federal and state grant requirements/objectives.  

Analyze, compile and submit data and other information for inclusion in federal and state transit grant funding reporting; work with transit provider(s) to optimize scheduling and routing of Township transit services; represent the Township before community groups; interface with local, state and federal government bodies on transit matters; assist in transit outreach and marketing activities; work with transit customers and the public; coordinate with other transit agencies as required.

Assist in the development of the departments annual budget.

During emergency conditions, subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situations and is expected to perform emergency service duties, as assigned.

Requirements:  A bachelor’s degree from an accredited four-year college or university with major coursework in transportation or urban planning, public or business administration, public policy, environmental studies, engineering, or a related field. 

The ideal candidate should have a minimum of ten years of progressively more responsible transit-related experience in programming, planning, analysis and program management and a minimum of three years of experience in the administration and compliance monitoring aspects of FTA-funded contracts and programs. The ideal candidate will have a good working knowledge of FTA grant management and reporting requirements as set forth in FTA regulations and circulars, particularly related to FTA Section 5307, Section 5310 and Section 5339 formula funding, Third- Party Contracting, Urbanized Area Formula Program, General and Complimentary Paratransit, Drug & Alcohol Policy, Title VI regulation, Transit Asset Management, DBE regulations, and the MPO Planning processes

The preferred candidate will have excellent communication/presentation skills; the ability to plan, organize, supervise and carry out complex research projects and present results effectively; and the ability to establish effective working relationships with board of directors and staff.
