Description

This is a highly professional and technical position involving the planning and zoning functions of the City including but not limited to the preparation, implementation and update of the City’s Comprehensive Land Use Plan and processing and reviewing applications for annexations and zoning requests.  Work involves conducting complex planning assignments requiring considerable skill in research, analysis and presentation of data.  Technical advice and assistance is given to subordinate personnel in development research procedures and in the solution of difficult planning problems.

Work may involve processing documents and data, maintaining computer files, referencing and retrieving data along with maintaining associated records.  Travel may be required dependent upon current, on-going, and/or future projects, but normally scheduled work hours are Monday through Friday, from 8:00 a.m. to 5:00 p.m. with attendance at day/evening board/committee meetings as required.

ESSENTIAL JOB FUNCTIONS:

The following duties are normal for this position.  The omission of specific statements of duties does not exclude them from the classification if the work is similar, related or a logical assignment for this classification.  Other duties may be required and assigned.

  • Interprets all City regulations, ordinances and policies regarding zoning
  • Coordinates the interests of private developers with those of the general public to encourage cohesive growth and development
  • Reviews requests for property development and prepares recommendations for variance and rezoning requests, conditional use permits, site plans and subdivision plans and plats
  • Serves as staff to the Board of Adjustments, Planning Board and Historical Board
  • Prepares agenda and presents items for Development Review Committee.
  • Researches and prepares ordinances for approval by the City Commission
  • Prepares, coordinates, and ensures the publication of required legal notices

    MINIMUM QUALIFICATIONS:

                KNOWLEDGE, SKILLS AND ABILITIES

    • Knowledge of general planning and engineering principles and practices, contract documents, including the ability to interpret, monitor and process pay requests, change orders and other project cost accounting
  •            Knowledge of the general laws and regulations pertaining to planning and redevelopment
    • Knowledge of Growth Management Statutes/FAC rules
    • Ability to analyze difficult planning issues

      Ability to understand and interpret plans and specifications and determine compliance with zoning and land use requirements

      • Knowledge of long-range planning Comprehensive Land Use Plan
      • Ability to read and interpret complex engineering plans, aerial photos and maps
      • Knowledge of FDOT standards, specifications, and indexes
      • Assist Department Director with the department budget
      • Ability to recognize errors within related projects and take corrective action
      • Ability to interpret applicable legislation, rules and codes
      • Ability to present ideas and findings clearly and concisely in written, oral or graphic form
      • Ability to establish and maintain effective working relationships with department heads, outside agencies, contractors, consultants, property owners and the general public
      • Familiarity with MS Office, Adobe Creative Cloud, AutoCAD and ArcGIS
      • Knowledge of business English, office procedures, multi-disciplinary industry terms
      • Ability to operate a computer, calculator, and related equipment
      • Perform other related work as required or assigned

        EDUCATION AND EXPERIENCE:

        Graduation from an accredited four year college or university with a Bachelor’s degree in Urban/Regional Planning, or related field and four (4) years of progressively responsible experience in a recognized planning agency with a concentration in current planning, long-range planning and/or transportation planning.  Two (2) years of experience with a governmental or regulatory agency is preferred.  Graduation from an accredited four year college or university with a Master’s degree in Urban/Regional Planning, or related field and two (2) years of progressively responsible experience in a recognized planning agency with a concentration in current planning, long-range planning and/or transportation planning is preferred.

        An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities, may be considered in qualifying a candidate. 

        LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

  • Must possess a valid State of Florida driver’s license.
  • American Institute of Certified Planners (AICP) Certification highly desired.

    SUPERVISION RECEIVED:

    Work is performed under the general supervision of the City Manager and Department Director.  Work is reviewed through periodic conferences, observation, production output, etc.

    DECLARED EMERGENCIES:

    During occasions of local emergencies, this position may be required to report to perform emergency tasks, which may result in extended work hours, as well as extended periods of time away from family members.  The employee’s department head will make the determination as to who will be required to work during such an emergency.
