Description

GENERAL PURPOSE:  Under the direction of the Capital Programs Manager, is responsible for preparing, updating and interpreting financial information for Capital Programs, managing one or more minor to midsize capital improvement projects and performing professional work as part of a project team.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

  • Compiles and maintains financial information and data for Capital Programs.
  • Conducts research, gathers information, and maintains an efficient system of immediately available financial data.
  • Provides support for capital projects to include, but not limited to, tracking and monitoring expenditures.
  • Assists in project planning and budget development.
  • Reviews bid packages prepared by consultants; attends pre-bid conferences; analyzes bid results; makes recommendations on accepting/rejecting bids.
  • Attends all project related meetings such as pre-bid, pre-construction and design team meetings.
  • Compiles and maintains project information and data, including construction and design status and financial information.
  • Initiates and revises project cost data reports and approves payments to consultants, contractors, etc.
  • Responds to citizen complaints and inquiries concerning capital projects.
  • Visits construction site(s) on a regular basis to monitor project progress.
  • Ensures reports are properly prepared by project inspectors.
  • Reviews contracts and construction schedules as they relate to the progress of the project.
  • Provides financial support to project delivery teams.
  • Plans and prepares project related media releases and Board/Commission/Council Agendas.
  • Reviews contracts and construction schedules as they relate to phasing and the progress of the project.
  • Prepares detailed written reports on a regular basis.
  • Plans, prepares, and conducts meetings.
  • Researches and recommends solutions to project related problems that may cause citizen inconvenience.
  • Provides information, both written and verbal, to supervisory city staff and/or the general public regarding any concerns.
  • Provides easily accessible information for use by the City Manager, City Council, or other interested parties.
  • Performs other duties as assigned and/or required.

 

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree from an accredited institution and two (2) years of capital projects or construction related experience; OR an equivalent combination of education and experience.

 

 

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.

Required Knowledge of:

  • Budgets and financial processes.
  • Construction procedures, techniques, and terminology.
  • Architectural/Engineering design.
  • Public relations techniques and procedures.

 

Required Skill in:

  • Utilization of financial software.
  • Communicating clearly and effectively, both verbally and in writing.
  • Planning, preparing, and conducting presentations to groups.
  • Negotiating solutions to problems.
  • Establishing and maintaining effective working relationships with City staff and the general public.
  • Use of Microsoft Office Suites.

 

Physical Demands / Work Environment: 

  • Work is performed in an office environment; is subject to sitting, standing, bending and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds.
  • Field work performed outdoors in all weather conditions to observe site conditions and construction is required.
  • May be required to work immediately before, during or after an emergency or disaster.

Starting minimum salary range is $52,862 - $63,434 per year based on experience and qualifications. Benefits include Texas Municipal Retirement System; paid vacation and sick leave accrual; medical, dental, vision, and life insurance. EOE
