Position Summary: This position performs highly advanced managerial work providing direction and guidance as the Chief of Operations at Williamson County and Cities Health District (WCCHD).  Work involves developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and developing and approving budgets.  Plans, assigns, and supervises the work of the Directors of Administration and Finance, Human Resources, Disease Control and Prevention, and Marketing and Community Engagement.  Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

 

Essential Duties and Responsibilities: Pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned. Job descriptions list the specific tasks to be accomplished by the position the employee is filling at WCCHD.  The WCCHD Employee Responsibilities are a set of general expectations for employees about how they should work with each other and the public we serve.  Each employee must sign and acknowledge that they have been informed, understand, and agree to abide by these expectations.  Violation of these responsibilities may lead to implementation of WCCHD’s disciplinary procedures.

 

Analytical/Assessment

  • Uses information technology in accessing, collecting, analyzing, using, maintaining, and disseminating data and information relevant to the fiscal and operational management of WCCHD
  • Evaluates the validity and reliability of data
  • Determines trends from quantitative and qualitative data
  • Integrates findings from quantitative and qualitative data into organizational plans and operations

 

Policy Development/Program Planning

  • Develops organizational goals and objectives along with the Directors for Administration and Finance, Human Resources, Disease Control and Prevention, and Marketing and Community Engagement Divisions
  • Determines the fiscal and legal feasibility and implications of policies, programs, and services
  • Ensures implementation of WCCHD policies, programs, and services is consistent with laws and regulations, and oversees policy and procedure promulgation through WCCHD’s document management system
  • Creates and nurtures a culture of Quality Improvement within the agency. Facilitates QI activities and guides and supports staff in their work with QI.

     

Communication and Cultural Competency

  • Communicates in writing and orally with linguistic and cultural proficiency
  • Evaluates approaches for disseminating public health data and information (e.g., social media, newspapers, newsletters, journals, town hall meetings, libraries, neighborhood gatherings)
  • Demonstrates the value of a diverse public health workforce
  • Takes measures to support a diverse public health workforce

     

Community Dimensions of Practice

  • Establishes written agreements (e.g., memoranda-of-understanding [MOUs] and contracts) that describe the purpose and scope of partnerships, including community partnerships for emergency points of dispensing sites

     

Public Health Sciences

  • Applies public health sciences in the administration and management of WCCHD
  • Ensures the use of evidence in developing, implementing, evaluating, and improving policies, programs, and services, especially in communicable disease control activities and epidemiological analyses
  • Ensures training for all WCCHD staff in emergency response and public health competencies relevant to each position

     

Financial Planning and Management

  • Manages the implementation of policies and procedures of the Williamson County Board of Health, assuring all support for meetings held by the Board
  • Leverages public health and health care funding mechanisms and procedures (e.g., categorical grants, fees, third-party reimbursement, budget approval process) for supporting WCCHD services
  • Develops and defends WCCHD budgets, including annual agency line item budget and all grant and contract budgets
  • Approves proposals for funding
  • Approves contracts and other agreements for programs and services
  • Ensures the use of financial analysis methods in making decisions about policies, programs, and services (e.g., cost-effectiveness, cost-benefit, cost-utility analysis, return on investment)
  • Ensures that programs are managed within current and projected budgets and staffing levels (e.g., sustaining a program when funding and staff are cut, recruiting and retaining staff)
  • Uses performance management systems for program and organizational improvement

 

Leadership and Systems Thinking

  • Incorporates ethical standards of practice into all interactions with individuals, organizations, and communities
  • Ensures availability of professional development opportunities for all WCCHD staff
  • Ensures use of professional development opportunities throughout WCCHD
  • Ensures continuous improvement of individual, program, and organizational performance (e.g., mentoring, monitoring progress, adjusting programs to achieve better results)
  • Provides direct supervision, including mentoring and performance evaluation, to Directors of Administration and Finance, Human Resources, Disease Control and Prevention, and Marketing and Community Engagement

     

Other

  • Provides day-to-day operational support and decision-making to all District Leadership Team Members, inclusive of timekeeping, travel and reimbursement approvals, escalated problem-solving, safety, and public information requests
  • May participate on a WCCHD committee or task force
  • In the event of a public health emergency, employees may be called upon to support WCCHD’s response in ways that are outside the usual scope of their job responsibilities.  This may involve working hours that are outside the employee’s usual work hours. Employees will not be required to perform duties that are outside of their competence or professional licensure.

 

Education, Licensure, Certifications, Experience

  • Graduation from an accredited four-year college or university with major coursework in public health, public administration, or related field. Graduate degree preferred.
  • Experience in the management and direction of public health program(s), inclusive of budget development in a government setting
  • Experience in senior level leadership and supervision of professional staff
  • CPR certified or willingness to obtain
  • Valid Texas driver’s license and access to reliable transportation to all assigned work locations.

     

    Knowledge, Skills and Abilities: Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed without posing a direct threat to health or safety of themselves or others.

Environmental Factors: Works mostly in a well-lighted, air-conditioned office. May work in various WCCHD offices around the county and in a variety of community locations. Occasional work activities may be outdoors and, therefore, employee will be exposed to heat and cold. May have extensive contact with the public. May have contact with persons who may be infected with contagious diseases. Certain immunizations and/or TB skin test may be required. Tobacco/vapor-free workplace.

Direct Supervisor of: 4

Location and Hours: 355 Texas Avenue, Round Rock, TX 78664; general hours 8:00 am – 5:00 pm, M-F.  This position may be subject to travel. Work may require occasional early morning, evening, weekend, and/or holiday hours.  Extended hours may be required in the event of a public health emergency.

Job Performance Evaluation: The employee will be evaluated at least annually, but more often if warranted.
