Description
Under direction of Information Technology Director, this position performs complex software analysis and is responsible for assisting the IT department with planning, implementing, and support of future and existing enterprise applications, telecommunications, and IT projects. Provide end user support, training for computer hardware, and enterprise software applications.  Assists City staff with hardware and software problems; and provides administrative support in daily office operations of the department. Duties will consist of the need to perform a variety of tasks, and occasionally requires independent judgment, discretion, and due diligence, as well as sound interpretation of local, state and federal policies and regulations.
 Examples of Duties:
  • Coordinate implementation of major departmental applications, patches, upgrades and installations with vendor and customers
  • Gather, document, and analyze business processes; recommend changes and facilitate communication between departments for shared solutions
  • Provide departments with guidance and direction on application solutions
  • Consider city network and security in all departments' solutions
  • Assist in creating standard documents for all processes and trains the team on processes
  • Provide telephone and on-site technical support
  • Assist in after hour on-call duties
  • Attend council or other nightly meetings when appropriate
  • Identify and evaluate industry trends relating to various applications to serve as a source of information
  • Perform duties in support of the City's telecommunications infrastructure and user's requests
  • Assist in adhering to service level agreements with departments
  • Assist in the creation and maintenance of a Technical Information Library (TIL)
  • Perform system analysis to identify technology solution and requirements to all departments
  • Participate on various project teams as a technical reference for technology design, configuration and implementation
  • Analyze and resolve application problems related to software needs of departments
  • Assist with the daily operation of maintaining departmental application, upgrading, patching, quality assurance and any other task associated with departmental applications
  • Assist with the management and maintenance of departmental software user security
  • Assist in the preparation and testing of the application in disaster recovery environment
  • Perform duties associated with set-up, configuration and installation of departmental applications
  • Provide support for major departmental software applications
  • Assist in testing all departmental software when new technology is being released by the industry
  • Assist other staff members with day-to-day operations such as answering calls and working on various tasks and projects as needed or as assigned
  • May assist other divisions or departments with unusual workloads and/or to provide temporary staff coverage.
  • Performs all other related duties as assigned, including any special or recurring projects that may be assigned

 

MINIMUM QUALIFICATIONS
  • Associates degree from an accredited university in computer information systems, business administration, or related field;
  • Three (3) years progressive professional experience in the use of various types of computer software, office management and/or administrative support functions;
  • Valid Texas Class C Driver's License - driving record must be in compliance with City policy.
PREFFERED QUALIFICATIONS
  • Bachelor's degree from an accredited university in computer information systems, business administration, or related field;
  • Municipal information technology experience;
  • Experience with Incode, Laserfiche, and Cartegraph applications.
MUST HAVE THE FOLLOWING KNOWLEDGE, SKILLS, AND ABILITIES:
  • Candidate must possess a comprehensive understanding of IT related concepts and have the ability to execute project management fundamentals as it relates to technology
  • Good oral and written communication skills; and the ability to understand and carry out oral and written instructions
  • Intermediate to advanced level knowledge of current versions of word processing, database, spreadsheet, presentation, graphics, desktop publishing, Internet, and other available software
  • Knowledge of technological terminology typically encountered in an information services environment
  • Knowledge of multiple software applications and operating systems, including, but not limited to: Microsoft Operating Systems, Microsoft SQL, MySQL
  • Knowledge of modern office procedures, methods, systems, and equipment including computers and associated equipment
  • Ability to serve other City departments in a diplomatic and professional manner, exercising good emotional control; must have good interpersonal skills
  • Knowledge of basic arithmetic, business letter writing and report preparation, and principles and procedures of record keeping
  • Good verbal fluency and knowledge of English grammar, punctuation and spelling
  • Ability to work with detailed information for sustained periods of time
  • Ability to maintain filing systems organized alphabetically, chronologically, numerically, categorically, and in a variety of formats (electronic, paper, etc.)
  • Ability to perceptively question users, diagnose and troubleshoot software and hardware problems
  • Ability to simultaneously perform a variety of technical and administrative functions and maintain a quality work product
  • Ability to work independently in the absence of supervision

Salary commensurate with qualifications between $53,717 - $64,461
