Utilities Asset Manager (Official Job Title: Manager III)This is advanced level managerial work overseeing the Renewal and Replacement program for the County’s Public Utilities Infrastructure including water and wastewater underground infrastructure assets.

Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening.  An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five years.


Duties:

  • Manages condition assessment of all County owned and maintained utility infrastructure and develops strategic asset management work plans designed to determine critical issues; address minor repairs; plan for on-going maintenance care; and determine timelines for responding to all County owned and maintained utility infrastructure needs.  Proactively determine system wide major issues and incorporate repair/replacement work plans.
  • Coordinates with Capital Projects team and aligns work plans to CIP to optimize budget and system functionality to deliver the most effective infrastructure management system resulting in effectively delivering utility services to the community.   
  • Coordinates with GIS staff to accurately maintain and update County owned and maintained utilities in the utility asset databases to include new development infrastructure; infrastructure constructed with CIP projects; On-going operations and maintenance (O&M) changes; renewal and replacement (R&R) projects and other pertinent information. 
  • Manages and allocates annual budget dollars to projects based on asset life cycle priorities; age; and urgency of projects. Coordinates with GIS and IT MAXIMO Team to develop accurate asset performance reporting and manages the asset management reporting needs for the department. Directly oversees R&R budgets of $20M with oversight of all utility projects within the current CIP budget ($250+M).
  • Supervises two Project Manager/Administrator II's and three Environmental Specialist III's.
  • Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.

 

Minimum Qualifications:  A Bachelor's Degree from an accredited college or university in a physical or natural science, engineering, business administration, or a related field, and six (6) years of utility asset management experience, two (2) years of which must have been in a supervisory capacity.  A Master’s Degree may substitute for two years of experience.  We may consider allowing related professional experience to substitute for the required degree on a year-for-year basis.  A valid Driver’s License is required.

Preferred Qualifications:     Project Management Professional Certification or the ability to acquire within one year.  PACP (Pipeline Assessment Certification Program), MACP (Manhole Assessment Certification Program), and LACP (Lateral Assessment Certification Program) or ability to obtain within one year.
