Transportation/Stormwater and Design Project Manager and/or Engineer (Official Job Title: Project Manager / Administrator I, II or III):  This position is responsible for managing the Design of minor and intermediate Transportation and Stormwater CIP (Capital Improvement Program) projects and may assist on major projects. The work and technical functions are under the assistance and support of the Transportation/Stormwater Design Manager (DM) and other Level III and IV Project Managers(PM).  Manages single or multiple projects with similar size and scope parameters and budgets. Projects may also include other areas such as site work, utilities and landscaping. May also work as needed to assist in the design phase of projects.

Note:    Responsibility/Level of Position will be determined based on qualifications / competencies of selected candidate.

Duties:

  • Manages capital and operational type projects within the Transportation/Stormwater Design group. Responsible through the DM for the oversight of design contracts and projects as assigned by the County's administrative agent and capital projects management team. Responds as County representative throughout Design in regard to issues and is responsible for implementing County direction through contractual procedures. Manages design contracts to ensure fulfillment of contractual obligations by engineers, architects, construction contractors, and consultants.
  • With assistance from the DM and Level III and IV PM's, participates in teams consisting of internal stakeholders, engineers, inspectors, operational groups, and provides input to project team.to resolve disputes. Develops and maintains effective working, relationships with inter-departmental agencies. Confers and coordinates with contractors, engineers, architects, inspectors and other parties to ensure County design/construction standards are adhered to. Assists in providing resolution of construction or design problems and coordinates with other agencies for permitting and project certifications as needed.
  • Works with Procurement to prepare solicitation for Professional Services: reviews proposals. Participates in the Professional Solicitation Review Committee (PSRC) as needed to select professional consultants. Helps to negotiate contract scope, budget, and schedule with selected consultant. Ensures contracts include all necessary work scope to complete project. Prepares project related correspondence. Coordinate construction notice-to-proceed with stakeholders, contractor, and consultants. Reviews construction proposals and approved contracts and coordinates consultant recommendations.

 

Minimum Qualifications: 

Tier 1:   A Bachelor’s Degree from an accredited college or university in Engineering, Project Management, or related field - OR - 4 years of related project management experience.  A valid Driver’s License is required.

Tier 2:   A Bachelor’s Degree from an accredited college or university in Engineering, Project Management, or related field and 3 years’ experience in project management or capital improvement project (CIP) management -OR- A Master’s Degree in Engineering or Project Management, and two years of related experience -OR- 7 years of related project management experience.  A valid Driver’s License is required.

Tier 3 : A Bachelor’s Degree from an accredited college or university in Engineering, Project Management, or related field and 5 years’ experience in project management or capital improvement project (CIP) management -OR- A Master’s Degree in Engineering or Project Management, and four years of related experience -OR- 9 years of related project management experience.  A valid Driver’s License is required.

Preferred Qualifications:  Project Management Professional (PMP) Certification is preferred.

 

Job Based Competencies:  Comprehensive experience in design, contract administration, project management, and supervision of transportation projects. Sound judgment and decision making.
