GENERAL SUMMARY

To direct, manage, supervise, and coordinate programs and activities of the Neighborhood Services Department related to promoting and protecting the vitality, integrity, health and safety of the community; to coordinate assigned activities with other City departments, divisions, and outside agencies; manage and evaluate departmental staff to assure City and departmental goals are met; and to provide highly responsible and complex administrative support to the City Manager's Office.

SUPERVISION

  • General supervision is provided by the Assistant City Manager.  Responsible for supervision of the Manger of Environmental Code , Manager of Housing and Community Services, Manager of Animal Services and Manager of Neighborhood Vitality.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. All behaviors comply with the Code of Conduct & Rules of Behavior outlined in chapter 8 of the General Government Policies and Procedures Manual.
  2. Assume management responsibility for all services and activities of the Neighborhood Services Department including administering, interpreting and enforcing applicable ordinances and regulations.
  3. Manage, participate in, and initiate the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend appropriate service and staffing levels; recommend and administer policies and procedures.
  4. Provide counsel to property owners and residents as needed and represent the City at various neighborhood associations and civic/social/service organization meetings.
  5. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; collect and maintain data on work load and resident satisfaction; assess and monitor administrative and technology support systems, and internal reporting relationships.
  6. Conduct a variety of organizational studies, investigations, and operational studies; prepare statistical reports on operations and activities including performance measurement; identify best practices and other opportunities for continuous improvement, and implement improvements following review with the Assistant City Manager; recommend modifications to neighborhood services programs, policies, ordinances and procedures as appropriate.
  7. Select, train, motivate, empower and evaluate departmental staff; provide and coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; provide timely, accurate and thorough Performance Reviews for supervised employees, and construct employee improvement plans as required.
  8. Create, plan, direct, coordinate, and review departmental volunteer programs.
  9. Plan, direct, coordinate, and review the work plan for the Neighborhood Services Department; meet with departmental leadership team to identify and resolve problems; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
  10. Manage and evaluate the Department's annual budget; forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; direct and implement adjustments as necessary.
  11. Serve as liaison for the Neighborhood Services Department and communicate with other City departments, divisions and outside agencies and residents; respond to questions; mediate and resolve conflicts, complaints and controversial issues.
  12. Respond to and resolve difficult and sensitive resident inquiries and complaints concerning the Neighborhood Services Department and coordinate resolution with other City divisions and departments; enforce codes fairly, reasonably, and diplomatically to minimize appeals to higher levels of the City organization.
  13. Review and update applicable City ordinances to ensure constitutional compliance with state and federal laws; stay abreast of new and amended state and federal codes and ordinances; participate in code development meetings with various municipalities.
  14. Attend and participate in professional group meetings; stay abreast of new trends and innovations relating to departmental goal and objectives.

MINIMUM JOB REQUIREMENTS:

EDUCATION

  • Bachelor's degree from an accredited college or university with major coursework in government, public health, public administration, or other related field; Master's degree preferred.

EXPERIENCE

  • Six years of increasingly responsible experience in community enhancement, public service or related field, including three years of supervisory or administrative responsibility.

LICENSES AND CERTIFICATES

  • Possession of a valid driver's license.

WORK SCHEDULE

  • Monday - Friday; 8:00 a.m. - 5:00 p.m.; with some evenings and weekends as needed and occasional travel.
