Director of Municipal Court Administration

 Summary: Responsible for the planning, organization and administration of municipal court activities.

 Scope of Responsibility: Works cooperatively with the judicial and legal staff, other agencies, the public and City departments courteously, efficiently and effectively while directing administrative duties, maintenance of records, collection of monies, and the providing of other essential services for the Municipal Court.

 Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodations will be made as required. Essential duties and responsibilities may include, but are not limited to, the following:

1. Provides administrative direction and coordination for the Municipal Court including budget preparation and administration, personnel, statistics, purchasing, financial reporting, jury management and other major staff services.

  • Exclusively develop and prepare budget
  • Final approver of all expenditures
  • Exclusively prepare documentation and perform processes that formally open vacant position to applicants
  • Final approver of hiring decisions
  • Final approver of overtime
  • Final approver of leave requests of supervisory staff
  • Final approver of leave requests of Technology Specialist
  • Exclusively prepare quarterly report for submission to finance department
  • Liaison for preparation and submission of GASB report for submission to finance department
  • Exclusively prepare and submit OCA monthly statistical reports to Office of Court Administration.
  • Exclusively prepare monthly statistical reports for submission to City Council
  • Liaison for preparation and submission of monthly conviction report for submission to Texas Department of Public Safety
  • Exclusively prepare special request and presentations to city council.

2. Plans, develops and incorporates policies and procedures for the Court. Directs the development of administrative programs required to achieve court objectives.

  • Final approver of all new policies and procedures
  • Final approver of staff attendance at state conferences and seminars
  • Final approver of internal schedules, team concepts, vacation approval processes, overtime approval processes, special work hours etc. to provide the best public services given specific circumstances
  • Liaison for preparation and submission of past due cases to collection agency
  • Exclusively monitor, approve, assign etc. hiring, paying, and work of temporary/part time employees.

 3. Prepares annual budget; monitors and controls expenditures for the Municipal Court.

  • Exclusively develop and prepare budget

4. Directs and evaluates the effectiveness of personnel and administrative programs to determine requirements for program modification and personnel training, promotion  or reassignment; establishes training programs for court personnel.

  • Actively participate in preparation of disciplinary actions for all support staff
  • Final approver of disciplinary actions for all support staff
  • Final approver of performance appraisals for all support staff
  • Exclusively prepare disciplinary actions for supervisory staff and Technology Specialist
  • Exclusively prepare performance appraisals of supervisory staff and Technology Specialist
  • Constant development and oversight of training program and actively facilitate training sessions
  • Actively prepare procedure memos
  • Final approver of procedure memos prepared by supervisory staff and Technology Specialist

 5. Resolves citizen conflicts and problems regarding warrants, arrests, tickets and other problems as required.

  • Utilize the court's audio/visual security camera system to aid in resolving conflicts both internal and with the public
  • Utilizes said system to identify and address issues before they become a problem
  • Utilizes said system to identify and recognize strengths in the court's operations and public service.

6. Coordinates court activities with the Municipal Judges, Prosecutor's Office, Police Department and other Department Directors.

  • Provide administrative support to judge's office in performance of jail arraignments
  • Provide administrative support to judge's office during jury trials
  • Provide bailiff support to judge's office and prosecutor's office

7. Maintains court records in accordance with state laws; keeps current on new laws impacting Class C misdemeanors and traffic laws.

  • Maintain Certified Municipal Court Clerk designation via continuing education through various organizations providing conferences and seminars related to court and municipal administration
  • Direct oversight of records retention schedules
  • Exclusively provide training to court staff regarding legislative changes affecting municipal court operations

 

 8. Confers with judges, attorneys, and public and private agencies and criminal justice system participants to ensure adequate communication, administrative services and  provides for changing or unusual demands.

  • Teach at conferences providing continuing education to judges and court clerks across the state
  • Represents municipal court when necessary at council meetings

 9. Promotes and maintains positive relations with other City personnel, attorneys, other agencies, the media and the public.

  • Attend agenda meetings
  • Represent the City of Odessa at community functions such as Chamber of Commerce banquets

 

  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
    • Actively participating in issuance of warrants for no shows and non-compliance
    • Actively participates in utilization and table management of court's specialized case management program 

 

Education, Training and Experience Guidelines: Bachelor's Degree in Business Administration, Public Administration, closely related field required ORequivalent education, training and experience. Five (5) years' experience in a Municipal Court Administrative office with a minimum of two (2) years in an administrative or supervisory position required.

Knowledge, Skills, and Abilities:

  • Knowledge of state laws pertaining to court operations, state penal code, and code of criminal procedures highly desirable.
  • Knowledge of local law desirable. Knowledge of principles and practices of modern office management, procedures analysis, and personnel administration.
  • Ability to analyze, evaluate, plan, organize, direct and supervise office operations, production, flow of work, forms, record systems, staff utilization, administrative efficiency and work performance of employees engaged in diversified clerical activities.
  • Ability to exercise sound judgment and discretion in applying and interpreting administrative policies and procedures, in securing and compiling financial operational data reports, and analyzing complex problems.
  • Ability to communicate clearly and effectively, both orally and in writing. 

License and certification requirements: A valid Texas State  Driver's License is required.
