Description

Under the direct report of the Senior Planner, the Planning Technician provides technical support to staffmembers, customers, and the public on issues related to planning, zoning, platting, and development. The PlanningTechnician also provides support to the Development Review Committee, Board of Adjustment, Sign Board of Appeals and the Planning and Zoning Commission. The Planning Technician prepares and reviews meetingminutes, staff reports, presentations, and reviews site and building plans. The Planning Technician assists the SeniorPlanner with meeting coordination and preparation. The primary role of this position is to deliver a high level ofservice in personal interaction with customers, both internal and external.

 

Job Responsibilities

  1. Primary contact to citizens, developers, engineers, businesses, non-profit organizations, and other City departments regarding planning related application processes, ordinances, regulations and other development requirements.
  2. Assists the Senior Planner with processing planning applications, permits and technical documents; facilitate the coordination of development project intake
  3. Research issues and locate data on land use items and related subjects.
  4. Coordinates and assists the Senior Planner with preparation of agendas and information packets forproceedings of official meetings and public hearings of the Planning and Zoning Commissions; Board of Adjustments.
  5. Attends official meetings and public hearings of the Planning and Zoning Commissions; Board of Adjustments that may include evening, night and weekend work as necessary.
  6. Records and transcribes meeting minutes and assures completion of required follow-up on meeting action items.
  7. Assists in maintaining planning case files, records, ordinances and maps; oversees Planning Department filesand records management process.
  8. Review, maintain and update Planning Department website, update application forms, checklists, calendars and other information pertinent to the Planning Department on the City website.
  9. Prepares Zoning Verification Letters and gathers information for such requests.
  10. Coordinates and monitors the status of planning projects, including maintaining agenda calendars, checking application submittals for completeness, preparation of internal review routing documents, and preparing notification lists.
  11. Prepares information for public hearing notices using the City’s Geographic Information System (GIS).
  12. Develops maps and other graphic presentations to illustrate land use plans and planning concepts; assists inmaintaining land planning records, files and planning maps with GIS system.
  13. Prepares narrative staff reports and recommendations, including but not limited to site plans, plats and variances.
  14. Provide technical and administrative support and assistance to professional planning staff for case review and staff reports.
  15. Prepares disposition letters to be sent to applicants after the appropriate bodies have considered cases.
  16. Reviews development plans for conformance with applicable regulations and conditions prior to approval.
  17. Solicits input from appropriate staff, schedules hearing and actions, monitors applications through the approvalprocess, and enforces compliance with regulations.
  18. Prepare and provide written comments to developers from Development Review Committee (DRC).
  19. Assist Developers and their representatives with information concerning development.
  20. Communicate effectively and courteously with customers, public, vendors, contractors, builders, landowners, consultants, and staff in person, in writing, via email and the internet, and by phone.
  21. Must understand the legalities of land use regulation and planning.
  22. Facilitates ongoing training of board members.
  23. Ability to work in a multi-tasking environment Ability to lift and carry 30 lbs.
  24. Conduct field surveys under varying weather conditions.
  25. Sits and works at a computer for long periods.
  26.  Performs other duties as assigned or required.

Education, Experience and Certification

Bachelor’s Degree in Urban Planning, Architecture, Geography, or related field. Minimum of one year’sexperience in municipal planning environment a plus. Valid Texas Drivers’ License with an acceptable driving record.

Knowledge, Skills and Abilities

Proficiency in the use of a computer and Microsoft Office Applications. Workingknowledge of, and or the ability to understand and apply the principles, practices, concepts, techniques andtheories of Planning and Urban Development. Strong analytical and research ability, strong customer service, verbal and written communication skills. Ability to understand Geographic Information Systems (GIS), geographic maps and related graphics.

Salary: $40,000 - $43,000/yr DOQ
