Overview

The Assistant Director of Wastewater Treatment is responsible for the effective and efficient performance of the missions of the City of Corpus Christi related to the management and maintenance of the City’s wastewater treatment operations.  The purpose of this position is to provide oversight and administration for wastewater treatment, manage wastewater lift stations, dispose of bio-solids, maintain storm water drainage pump stations, and direct the wastewater pre-treatment program.

The Assistant Director serves in a senior leadership role to support the department Director through long term strategic planning and displaying sound judgement in department programs and services.

Essential Functions and Responsibilities

  • Must be able to bring about strategic change, both within and outside the organization, to meet organizational goals by establishing an organizational vision and be able to implement the vision in a continuously changing environment

  • Ensure organizational goals and customer expectations are met by making decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks
  • Manage human, financial, and information resources strategically
  • Supervise daily operations and maintenance and provide administrative oversight of the Division by overseeing staffing needs, disciplinary actions, policy implementation, agenda/council actions and employee training
  • Provide leadership and service to others by dealing skillfully and honestly, recognizing and rewarding optimal job performance, and mentoring staff to continuously improve team cohesiveness and service delivery
  • Prepare agenda items, proposed legislation and code changes for management review and City Council approval; prepare and present complex issues to internal and external customers
  • Review and independently perform engineering calculations and conduct statistical analysis of performance metrics to determine whether a lift station or detention pond is sized correctly; review technical submittals for compliance with code requirements
  • May be asked to perform other duties as assigned

Knowledge, Skills and Abilities

  • Must be able to interpret and apply Federal, State, and municipal and technical statutes and codes; interpret and utilize Geographic Information (GIS) data and maps
  • Requires functional reasoning skills enabling the analysis of major problems that necessitate complex planning for interrelated activities that can span one or several work units
  • Requires situational reasoning skills allowing for the ability to exercise judgement, decisiveness, and innovation in situations involving broader aspects of the organization and outside organizations

Certifications, Licenses of Other Requirements (Must meet one of the below requirements at time of hire.  This requirement was last updated 4/29/2019):

·         TCEQ Class A Wastewater Treatment Operator License required at time of hire, OR

·         Registered Professional Engineer (P.E.) in the State of Texas; or Registered Professional Engineer in another state with the ability to obtain State of Texas registration within 6 months of hire

Qualifications 

·         Requires a Bachelor’s degree

·         Minimum of seven (7) years of relevant experience

·         A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
