Description | FORT BEND COUNTYDEPARTMENT: INFORMATION TECHNOLOGYJOB TITLE: I.T. PROGRAM/PROJECT ANALYST(TEMP TO HIRE)
JOB SUMMARY: Conducts analysis of complex business and technical programs and issues. Works closely with business units, other IT staff and external entities to ensure the acquisition of effective solutions that meet critical business requirements. Leads and/or participates in planning of programs, projects, and policies that support the IT Business Strategy. Lead efforts in Elected Official Offices and Departments to find innovation opportunities that either reduce operational cost or improve the services delivered.
DUTIES & RESPONSIBILITIES: Serves as the I.T. department liaison and collaborate with Elected Officials and Department Heads or their representatives to facilitate and coordinate the proper utilization of technology and services. Coordinates technical staffing, support assignments, training and other logistical issues in support of business objectives. Performs analysis and documentation of functional requirements of IT programs and projects including specifications that meet the customer’s business requirements. Conducts process improvement studies; identifies and documents issues, risks, benefits and cost estimates; and offer realistic recommendations and alternatives to meeting expanding or changing business requirements. Interfaces with external entities, develop strategies and coordinate technical implementations at Fort Bend County in support of new initiatives and improvements to current solutions. Be forever mindful of the IT Business Strategy and participate in strategic planning as appropriate to support assigned business areas. Performs research and analysis for various programs/projects. Coordinates functional requirement gathering, product research, application interface requirements and hardware/software requirements. Prepares project documentation and provides recommendations to management. Researches technology products/services and corresponding vendors to determine effectiveness and stability of proposed solutions. Makes recommendations to management and coordinates implementation of new equipment/methodologies/products. Coordinates and facilitates focus group and steering team meetings. Serves as I.T. representative and provides technical direction based upon existing knowledge and/or consultation with I.T. management. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
REQUIREMENTS: Bachelor’s degree in computer science, information systems or related field preferred. (High School/GED and four years of relevant professional experience in addition to 10 years required experience may be substituted for the Bachelor’s degree.) Ten years Information Technology experience with at least five years technical experience in the deployment and/or support of enterprise solutions involving hardware, software, data and voice infrastructure. Experience in computer programming, systems analysis and project deployment. Enterprise Content Management (ECM) especially with Hyland Onbase is a plus. Accounting or Financial experience preferred. Strong project, research and team-based skills. Thorough knowledge of methods for designing applications, integration methodologies and evaluating system performance. Proficient skills in translating highly complex concepts for peers and customers. Advanced problem-solving ability. This is a temporary position that will become a full time position in July 2019.
SALARY RANGE: Professional/Management Grade 14, Commensurate with experience CLOSING DATE: Upon filling position
