Under direction of the Assistant City Manager, the Emergency Management Coordinator develops and coordinates the City's Emergency Management Program. Coordinates assigned activities with other departments, divisions, outside agencies, and the general public.

 

DISTINGUISHING CHARACTERISTICS:

 

This position is primarily responsible for the development, implementation, monitoring and modification of emergency preparedness plans and associated products.  This position has responsibility for enhancing and delivering public education program and performs a variety of technical tasks relative to assigned areas of responsibility.

 

 

DUTIES AND RESPONSIBILITIES:

 

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.

 

  • Responsible for developing, coordinating, and implementing emergency operations plans and operating procedures, analyzing and distributing information concerning natural and man-made emergencies and/or disasters.
  • Organizes, coordinates, and implements emergency management exercises, training programs, and teaches preparedness classes. Secures technical and financial assistance through grants and Public/Private partnerships. 
  • Responsible for developing educational and community outreach strategies, and developing resource management procedures.
  • Be active and participate in professional organizations and meetings; stay informed of industry trends and advances in the emergency management profession.
  • Monitor emergency management programs and operations for efficiency, effectiveness, and quality to assess the strength and success of programs and implement improvements.
  • Creates and leads multi-cross disciplinary teams including internal and external partners in the development, implementation, monitoring and modification of emergency preparedness plans.
  • Maintains the City's Emergency Management Plan (EMP).
  • Prepares and submits reports/planning updates per local, state and/or federal requirements as needed.
  • Prepares and delivers public education presentations designed to enhance awareness and foster personal preparedness among the citizens of Waxahachie, civic and other local organizations, business and industry.
  • Provides administrative and technical support in the facilitation and coordination of training and exercises involving various City departments, local, state and federal partners and multiple external organizations.
  • Maintains a current set of all response plans in various formats for reference and utilization during emergency situations.
  • Functions within the Emergency Operations Center or specified location during emergency and non-emergency incidents including but not limited to major emergencies, disasters, training exercises and special events.
  • Monitors the weather during both severe weather and hurricane season or when notified that severe weather is impending.
  • Represents Emergency Management at various meetings, trainings, conferences and seminars as requested.
  • Performs other functions as required.

 

EMPLOYMENT STANDARDS:

 

Knowledge of:

 

  • The four phases of Emergency Management (Mitigation, Preparedness, Response and Recovery)
  • Incident Command System, National Response Plan and National Incident Management System.
  • Principles related to emergency management.
  • Federal, state and local laws, codes and regulations with particular regard to emergency preparedness planning.
  • Geography of the City of Mesquite and the surrounding area.
  • Safe work practices and procedures
  • Principles and procedures of record keeping.
  • Proficiency in MS Office software programs to facilitate the creation of plans, reports, spreadsheets, and presentations.
  • Proficiency in technical writing knowledge, skills, and abilities needed to develop plans, reports, presentations, and other EM related documents.
  • Software Program Experience: WebEOC, CAMEO-Aloha-Marplot, PEAC Software, Mapping Software, Emergency Notification Software

 

Ability to:

 

  • Respond to public inquiries and requests in a professional manner.
  • Work under stress and exercise good judgment
  • Effectively communicate clearly and concisely in regards to written and oral communication
  • Interpret and apply federal, state and local policies, procedures, laws and regulations
  • Analyze and problem solve.
  • Establish and maintain cooperative working relationships with those contacted in the course of work including City and other government officials, community groups, the general public and media representatives.
  • Effectively deal with personal danger that may include both natural and/or manmade disasters, possibly involving chemical, biological and radiological agents.

 

MINIMUM QUALIFICATIONS:

 

Education, Training and Experience: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

 

  • Bachelor's degree in Emergency Management, Public Safety, or related field
  • Four (4)  years increasingly responsible experience in Emergency Management, strategic planning, research, project management, and program development 

 

LICENSES AND CERTIFICATES:

 

  • The successful completion of FEMA's Advanced Professional Series (FEMA APS) within 12 months from employment start date.
  • A valid State driver license is required at the time of appointment and must be maintained throughout employment.

 

PREFERRED REQUIREMENTS

  • Certified Emergency Manager – IAEM or state equivalent
  • Emergency Services Field Command Level Experience
  • Master Exercise Practitioner – FEMA   
  • ICS Instructor – FEMA
  • Software Program Experience: WebEOC, CAMEO-Aloha-Marplot, PEAC Software, Mapping Software, Emergency Notification Software

 

Special Requirements:

Ability to respond to emergency situations as required including hazardous and severe weather conditions within thirty (30) minutes.  Must live within thirty minutes from Waxahachie, Texas. (Preferred)
