Firefighter/Paramedic

Summary: To protect lives and property through firefighting/EMS activities and perform hazardous tasks under emergency conditions.

Scope of Responsibility: Responds to all fires and or/emergencies as assigned and performs all duties necessary to abate any threat posed to life or property.

Essential duties and responsibilities may include, but are not limited to, the following

Principal Duties/Responsibilities:

  • Responds to fire alarms in full protective gear with SCBA, other emergency calls and non-emergency public service calls.
  • Pulls correct hose,  depending on type of fire and directs stream of water or chemicals onto fire.
  • Positions and climbs ladders to gain access to upper levels of buildings or to rescue individuals from burning structure.
  • Creates openings in buildings for ventilation or entrance, using power and hand tools.
  • Protects property from water and smole by use of waterpool salvage covers, smoke ejectors and water vacuum equipment.
  • Administers first aid and artificial respiration to persons overcome by fire and smoke, or for any other emergency situation.
  • Inspects building for preplanning operations.
  • Performs assigned duties in maintaining and repairing apparatus, quarters, buildings, equipment, grounds and hydrants.
  • Participates in drills, demonstrations and training in hydraulics, pump operations and maintenance and firefighting techniques.
  • Participates in public education functions.
  • Participates in multiple continuing  education training regimens.
  • Drives fire and EMS apparatus as needed.
  • Performs EMS duties.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Additional duties if Paramedic certified:

  • Participates in continuing education training as required by the State of Texas.
  • Performs advanced life support activities.
  • Takes charge of EMS scene and directs the activities of support personnel (EMT's and Firefighters) who might be present at scene.
  • Evaluates and determines what action should  be taken at medical emergencies and determines the necessity of additional personnel and equipment at scenes of medical emergencies.
  • Properly administers medicine, drugs, and treatments warranted by their paramedic certification, the Director of EMS and the department's Standard Operating Procedures.
  • Prepares necessart reports that are pertinent to the position.

Minimum Qualifications:

Education: High School Diploma or GED certification; proof required.

Certification: Possess a valid Texas "C" Driver's License. Successful Applicants with out of state license must have Texas License at time of employment. Applicant must be a certified Firefighter with the Texas Commission on Fire protection and a certified Texas Department of State Health Services (DSHS) Emergency Medical Technician (EMT) at time of employment.

If not a TDH certified Paramedic when hired, the employee must enroll in the first available Paramedic class and/or pre-requisite classes and make a continuous, uninterrupted efford to pass and become a DSHS certified Paramedic. Failure to meet the Odessa Fire Department requirements outlined in Standard Operating Guide #600.01, may result in employment termination. Employee must maintain at least Paramedic level certification during employment with the Odessa Fire Department.

If not a Texas Commission on Fire Protection Certified Firefighter when hired, the employee must enroll in the first available fire academy as designated by the Dept., and make a continuous, uninterrupted effort to pass and become a Certified Basic Firefighter. Failure to meet the Odessa Fire Department requirements outlined in Standard Operating Guideline #100.24, may result in employment termination. Employee must maintain at least a TCFP basic fire certification and a DSHS paramedic certification for the duration of their employment with the Odessa Fire Department.

Knowledge, Skills and Abilities:

  • Modern firefighting and rescue techniques, knowledge of fire laws, ordinances, rules and regulations, knowledge of the operation and maintenance of firefighting apparatus and equipment.
  • Modern emergency medical services delivery and treatment.
  • Ability to write, read, understand and follow oral and written instructions and regulations.
  • Ability to perform strenuous work under hazardous and adverse weather conditions.
  • Ability to work effectively with co-workers, supervisors and the general public.

Employee must acquire extensive knowledge in BOTH discipline in accordance with Odessa Fire Department SOP's during employment. Ability to write, read, understand and follow oral and written instructions and regulations. Ability to perform strenuous work under hazardous and adverse weather conditions. Ability to work effectively with co-workers, supervisors and the general public.

Skills tests: A written exam. Physical agility test. Background investigation. Oral interview. Medical Physical and Drug Screen. (Continued employment is contingent upon successful completion of one (1) year probation and continued satisfactory job performance.)

Note: All members of the Odessa Fire Department must become members of the Odessa Firefighters Relief and Retirement Fund.  The maximum age for a new member is 35 years.
