Property Evidence Tech.

Summary: Under general supervision, the property/evidence technician will perform a variety of duties involved in the care, custody, control, and disposal of all evidence, property, and/or contraband that comes under the custodial control of the police department. Will maintain both written and computer documentation of all property transactions and will maintain the proper chain of custody for all court proceedings as needed.

Essential duties and responsibilities may include but are not limited to, the following:

Principal Duties/Responsibilities: 

  • Accountable for assuming the proper care, custody, and control for all property, evidence, and/or contraband submitted to the Property Room. 
  • Conduct an accurate inventory of all incoming property and evidence on a daily basis. 
  • Maintain property log, evidence packaging, and secure storage of all incoming property and evidence on a daily basis. 
  • Maintain accurate property, evidence, and contraband records, both hardcopy and electronic, as necessary. 
  • Operate department computer equipment and software programs to input data, track and review evidence and property records, and research case disposition for future disposal. 
  • Work with investigators, courts (municipal, county, district, and federal), and other law enforcement agencies in matters relating to property and evidence. 
  • Respond to inquiries from citizens regarding property and evidence in accordance with Texas Criminal Code of Procedure. 
  • Exercise good judgment while working in stressful situations, i.e. deadlines, court ordered destructions, etc. 
  • Safely operating assigned equipment, which include but are not limited to, a vehicle, truck, van, dolly, step ladder, typewriter, fax machine, phone, computer, and hand held scanner. 
  • Deliver to and retrieve from Department of Public Safety labs, items as needed for analysis, either in person, or FedEx. 
  • Schedule and conduct court ordered destruction, disposals, auctions, and deposits as necessary in all types of weather conditions and temperatures. 
  • Testify in court as needed with proper courtroom demeanor.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.  

Minimum Qualifications:

 Education: High school diploma or G.E.D. certification. 

Experience: 1-3 years experience in property/evidence field, or related fields 

Certification: Valid Texas Driver License 

Knowledge, Skills, and Abilities: Ability to read, write, understand and follow oral and written instructions. Must be able to work with a personal computer and maintain a filing system. Ability to coordinate various requests and maintenance of various standard report forms. Possess and maintain a good working knowledge of Texas Criminal Code of Procedure regarding the lawful storage and disposal of property and evidence. Communicate in a clear and concise manner, both written and verbal. Plan, organize, and manage time effectively. 

Skills Test: Type 30 WPM, with 5 or less errors.
