SUMMARY OF POSITION
Under general direction of the MEDC President, the Economic Development Specialist of 5G technology will be responsible for the planning, structuring and implementation of the business and city wide 5G Technology and Infrastructure strategic plan and launch.  5G Technology has been deemed a critical technology infrastructure initiative that will help pave the way for the future of growth within the business and innovation ecosystem in McKinney.  This is a temporary position.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develop strategy for creation of 5G infrastructure plan on MEDC development sites.
  • Conduct community meetings with development partners to create awareness about the City's 5G initiatives for adoption by all new developments.
  • Coordinate with the City for localized City rollout of 5G infrastructure within existing City assets/ networks to create City-wide 5G rollout.
  • Attend Trade Shows, Conferences on 5G technology to keep abreast of latest in 5G development.
  • Partner with and seek out strategic partners to assist with 5G implementation.
  • Develop incentive program for development partners who wish to take advantage of 5G infrastructure in development within the City.
  • Coordinate 5G Task force with other City of McKinney departments and outside agencies to develop implementation plan for 5G deployment.
  • Assess the local and state support mechanisms for creating 5G infrastructure.
  • Develop, coordinate, and implement strategies and programs to promote the City as a leading edge 5G adopter for 5G technology.
  • Develop an outreach and recruitment program for finding companies that need/want to utilize 5G technology.
  • Develop and negotiate contracts between the City, MEDC and private telecommunication and/or 5G Fiber providers to create a partnership for 5G implementation.
  • Responsible for managing the 5G taskforce and holding regular meetings to keep 5G a priority in the City.  
  • Manage the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establish, within MEDC policy, appropriate service levels; and allocate resources accordingly.
  • Act as official departmental representative to other City departments, including the City Manager's Office, elected officials, and outside agencies; explain, justify, and defend department programs, policies, and activities; and negotiate project related incentive and support.

  • Prior use and management of a CRM system a plus.
  • Requires the ability to operate computer, printers, AV and other office equipment.
  • Pass a drug screen and a background check.

MINIMUM QUALIFICATIONS
Bachelor's degree from an accredited college or university with major coursework/experience in telecommunications, telecommunications infrastructure, economic development, urban planning, or in a closely related field, plus five (5) years' experience in oversight or managing projects and programs in telecommunications, urban economic development, economics, public facility or infrastructure development, commercial development, public and/or private finance, or workforce development.  A Master's degree may substitute for two (2) years of experience.
 
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.
 
PREFERRED QUALIFICATIONS
Prior experience with the use of Legistar is a plus
 
CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver's License

 
PHYSICAL DEMANDS
The ability to lift and / or exert force up to twenty-five (25) pounds may be required.
 
WORK ENVIRONMENT
There is limited exposure to environmental conditions.
