POSITION DESCRIPTION:

About the Justice Administration Department:

The Justice Administration Director reports directly to Harris County Commissioners Court.  The Justice Administration Department will strive to strengthen the well-being of Harris County communities by improving public safety, promoting fairness and equity, addressing racial and ethnic equity and inclusion, reducing the County's reliance on incarceration, and ensuring accountability within the criminal justice system.
 
What you will do at Harris County:
The position will rely on establishing trust, building consensus, and forming collaborative partnerships with local criminal justice stakeholders to achieve desired results.   The Director will be responsible for providing oversight and coordination of quantitative and qualitative data regarding equity and equality within the criminal justice system and use the information collected to shape strategic solutions.
 
Key responsibilities of the Director include, but are not limited to, the following:
  • Supervises the Justice Administration Department staff, comprised initially of approximately ten staff members, as defined by the Director and as approved by Harris County Commissioners Court.
  • Defines and directs the goals of the Justice Administration Department, and addresses any needs within the department to facilitate the attainment of department goals.
  • Provides updates to Commissioners Court as related to departmental activities, data, goals, objectives, and quality improvement when requested by members of the Court or when needed.
  • Works with the Harris County justice agencies to evaluate existing policies, procedures, programs, and services of the local criminal justice system to identify new opportunities and make recommendations to promote efficiency and improvements throughout the system.
  • Oversees, directs, and augments, when possible and necessary, staff providing analytical, technical, policy and research support to the members of Commissioners Court and supports existing technical, research, and policy staff in Harris County justice agencies.
  • Oversees, directs, and augments, when possible and necessary, the collection and analysis of data to identify systemic trends, evaluate adherence to best practices, and recommend policies to County officials and departments to improve public safety and promote fairness, equity, and accountability in Harris County.
  • Serves as liaison between the local criminal justice system and the community on matters related to racial and ethnic equity and inclusion, including managing outreach and educational activities on the criminal justice system for communities of color with the objective of improving residents' understanding of, and interaction with, the criminal justice system.
  • Supervises staff support for the Criminal Justice Coordinating Council (CJCC) and its committees, including facilitating CJCC meetings and managing the MacArthur Safety + Justice Challenge grant, and attends all CJCC meetings.
  • Facilitates cross-departmental and cross-agency justice-related projects-or justice-related projects within an individual agency that requests assistance.
  • Attends, and facilitates staff access to training on racial equity in the criminal justice system.
  • Engages community service provider agencies to assist individuals of color in the criminal justice system in receiving equal access to services.
  • Represents Harris County on issues related to the criminal justice system, and represents the Justice Administration Department at justice-related meetings in the County.
  • Performs any additional duties as described by Harris County Commissioners Court related to the objective of equitability and accountability within the criminal justice system.

What you will bring to Harris County:
  • Bachelor's degree from an accredited college or university in Public Policy, Criminal Justice, Public Administration, Social/Behavioral Sciences, or a related field; and
  • Minimum of ten (10) years of full-time paid related professional experience with a delineated progression in job responsibilities, decisioin-making, consensus building, community engagement, and leadership.
Plus:
  • A minimum of five (5) years of management and strategic planning experience.
  • Previous experience in diversity and equity work, employee engagement, equal opportunity and affirmative action arenas, and community engagement.
Additional Requirements:
  • Ability to perform data analysis and summarize in a way that can provide key details to stakeholders unfamiliar with current data.
  • Ability to interface with a diverse population and various criminal justice stakeholders and effectively connect their needs to answer questions.
  • Demonstrated success of establishing and implementing diversity initiatives within large organizations.


Ideal background consists of a blend of experience working in Diversity and Inclusion, Community Engagement, and Criminal Justice Reform.

PREFERENCES:
  • Master's degree.
  • Budget development experience is a plus.
  • Bilingual skills in English and Spanish.
