DIRECTOR OF SOLID WASTE

$29.87 - $34.73 Hourly

Job Summary 

Manage and direct the operation of all Solid Waste activities, including residential and commercial collection systems, recycling programs, billing operations and contracted landfilling operations; monitor all activities of the division for compliance with TCEQ regulatory standards related to solid waste services; manage divisional employees; prepare reports; assure safety procedures are followed; manage separate contracts for landfill operations and recycling processing operations; maintain the capital replacement program, purchase new equipment on a regular basis; develop programs and budgets for all aspects of operations and associated revenues  related to solid waste services, including implementation and acquisition of necessary capital required to sustain solid waste collection operations to the community.  Follow all safety policies and other miscellaneous duties.

Essential Duties & Responsibilities

• Direct the daily operations of the Solid Waste workforce, determining work to be performed; organizing, scheduling and directing employees engaged in solid waste collection, recycling, and landfilling activities.  

• Schedule and prioritize daily work program, coordinate work to be performed for efficiency.

• Supervise and monitor daily activities of the Operations Manager, Recycling Program, and Administrative Support.  Manage operations of the landfill through continual communications with the City’s contracted landfill operator.  Coordinate emergency work.  

• Prepare and manage the annual Solid Waste budget including tracking and forecasting of billings and revenue. Set and monitor divisional performance goals. Responsible for multi-year planning and implementation of a replacement program to identify heavy equipment necessary to sustain collection operations within the community.  

• Meet with the Director of Public Works concerning matters of solid waste collections, billing and revenue, recycling, and landfill operations.  Provide technical support to Department of Public Works when requested.  

• Ensure various required regulatory reports are completed and submitted by the required due date. Prepare for and respond to audits and inspections by governmental and enforcement agencies.  Follow up and resolve customer complaints. 

• Monitor employee performance by inspecting work areas and auditing all reports.  Perform on-site inspections for safety, work progress, and supervision purposes.  Ensure employee compliance with TCEQ and DOT licensing requirements. Provide proper training on use of all equipment.  Maintain on-going safety programs. 

• Stay informed and updated on changes in solid waste collections, recycling, and landfilling technologies by reading and attending seminars.  Alert Department of Public Works when regulatory changes may impact operations or existing budgets.  

• Conduct employee evaluations, and ensure the fair and consistent treatment of all employees within the division.  Ensure personnel and maintenance records are complete and accurate.  

• Manage operations of all Solid Waste activities.  Oversee and insure the proper preparation and maintenance of records and reports, including billings, revenues, and gasoline and maintenance records.  Establish a proper maintenance program that results in the scheduled cleaning and lubrication of all equipment.  

• Develop and maintain programs for recycling and brush and bulk operations.  Make recommendations to assess operational costs associated with current and proposed programs.  

• Enforce City ordinances relating to health and sanitation.  Enforce Texas Commission on Environmental Quality (TCEQ) rules and regulations.  

• Prepare mid-range capital budgets related to heavy equipment purchases, and work with the Department of Public Works, Fleet Services and the Finance Department to ensure necessary equipment is purchased and deployed appropriately to maintain continual solid waste services to the community.  

• Provide long range planning for Solid Waste services. Make recommendations for responding to the growth of the City while meeting the needs of existing and future commercial and residential customers. 

• Administer the landfill contract.  Maintain involvement in regional COG activities and other regional sanitation operations.  Pursue educational opportunities pertaining to landfill information and regulations. Maintain regulations and files for reporting.  Maintain compliance with TCEQ Regulations.  

• Assist in review of Risk Management plans.  Provide emergency management support, when needed.  

• Oversee inventory and property management.

• Manage and administer grant funds.

• Make recommendations that impact the department budget.

• Manage the budget within the assigned division and department.

• Approve purchases up to $10,000 without approval from supervisor.

Minimum Qualifications

Bachelor’s degree with a minimum of at least eight years of progressively responsible business experience 

Five years of experience in the field of solid waste collection and disposal is strongly desired

Equivalent combinations of education and relevant experience may be considered

Valid driver's license 

TCEQ Solid Waste Class "A" License is desired
