Description

We are looking for a dedicated individual to join our team!


Under general supervision Assistant Director of Engineering Services – Capital Projects, manages capital projects administered by the Engineering Services Department; other tasks include supervisory duties, budget preparation, project management, cost estimates, plan reviews, meeting with Town officials, right-of-way (ROW) agents, franchise utility contractors, consulting with engineers, ROW contractors, and conducting public meetings.

  • Provide excellent customer service.
  • Monitor Capital Improvement Plan (CIP) project design and construction progress and expenditures.
  • Assist in the preparation and execution of contracts, negotiate and/or mediate differences with contractors.
  • Perform design review of CIP project construction plans and bid documents to ensure compliance with Town ordinances and to ensure constructability.
  • Communicate with the public by addressing questions and problems concerning capital improvement projects and existing infrastructure, and responding to public inquiries on current and future construction projects.
  • Manage the ROW and easement acquisitions for all Town CIP projects.
  • Coordinate franchise utility relocations for all Town CIP projects to ensure project conflicts are identified and resolved at early stages of the project.
  • Ensure appropriate citizen and Town staff are notified in advance of significant changes to service delivery caused by ongoing projects (water outages, traffic impacts, etc.).
  • Coordinate procurement of bids for projects with Assistant Director of Engineering Services – Capital Projects, Director of Engineering Services, and the Purchasing Agent for the Town.
  • Represent the Engineering Services Department on capital projects by preparing and/or presenting Town Council communications and attending public meetings as needed; serve as the liaison between Town departments for capital improvement projects.
  • Prepare monthly status reports for all current and proposed CIP projects.
  • Setup and coordinate meetings to discuss project status and/or address concerns with individuals involved with the project.
  • Manage funding for Town CIP projects including the programming of fiscal year funding, appropriations, encumbrances, pay estimates, change orders, transfers and closing out project accounts per established Town procedures.
  • Manage and maintain spreadsheets and other accounting records to track project funding sources, allocation of funding for various project cost codes and identifying project surpluses or shortfalls. Monitors funding availability from outside sources such as NCTOG, TxDOT, Collin County, and Denton County.
  • Supervises and coordinates Construction Inspectors and Construction Superintendents within the Engineering Services Department to improve customer service effectiveness for contractors and developers.
  • Mediates construction standard differences between inspectors, contractors and developers if unresolved by Construction Inspectors or Construction Superintendents.
  • Participates in the recruitment and training process of Construction Inspectors and Construction Superintendents.
  • Assigns and evaluates projects; counsels, disciplines, and evaluates job performance of assigned staff.
  • Comply with all written Town policies and procedures.
  • Adhere to assigned work schedule as outlined in Town and department attendance policies and procedures.


Additional Duties
Perform such other duties as may be specified by the Town Council, Town Manager, Executive Director of Infrastructure Services, Director of Engineering Services, Assistant Director of Engineering Services – Capital Projects, Town Charter, or the laws of the State of Texas.

 

QUALIFICATIONS:

  • High School diploma or GED.
  • Bachelor's degree in Civil Engineering, Construction Management, Architecture, Project Management, or closely related field from an accredited college or university with a minimum of two (2) to four (4) years municipal experience with a city, county, or state engineering department, including project management experience. 
  • Minimum one (1) year supervisory experience preferred.
  • Any experience or education that exceeds the minimum requirements may be considered to substitute for experience or education that does not meet the minimum requirements.
  • Must possess TEEX training in Work Zone Safety, Water, Sewer, Lime, Concrete, and Construction Inspection. 
  • Maintain a general knowledge of municipal laws, codes, policies and guidelines and maintain a comprehensive knowledge of laws, codes, policies and guidelines applicable to the job responsibilities.
