Medical Assistant

Summary: Under basic supervision, provides a variety of basic patient healthcare services at City clinic, performs approved procedures within the scope of authority, and under the direction of a licensed medical services provider.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Provides a variety of basic patient health care services at the City clinic for City employees, under the direction of a licensed medical services provider; duties may vary according to individual skills and training.
  • Provides generalist and specialist patient health care services, including duties of Medical Assistant, Phlebotomy Technician, EKG Technician, Health Assistant and Patient Care Technician.
  • Performs basic physical examinations and medical assessments; evaluates patient complaints.
  • Provides medications and injections as directed; updates patient files.
  • Performs a variety of tests to evaluate patient health.
  • Provides a variety of administrative tasks to assist in management of Clinic operations.
  • Maintains patient charts, and updates computer records; maintains confidentiality of patient records in compliance with the Privacy Act of 1974 {U.S.C. 552A}, and Federal Health Insurance Portability and Accountability Act (HIPPA).
  • Supports the deparmental operations with regular and timely attendance at work.
  • Orders supplies and materials for the clinic.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications

Education, Training and Experience Guidelines: High School Diploma or GED certification required AND one (1) year of clinical/medical office experience. Associate's Degree in Medical Science preferred.

Knowledge of:

  • Policies, guidelines and professional practice standards of the Texas Department of Aging and Disability Services (DADS) Regulatory Services Division, Licensing and Credentialing Section.
  • Applicable Texas statutes and City ordinances regarding Public Health programs.
  • Principles, practices, and methods of providing Medical Assistant services.
  • Principles and practices of medical records management and patient file documentation standards.
  • Regional public health protocols, communicable disease issues and reporting protocols.
  • Regional community service agencies and other public assistance programs.
  • Business and personal computers, and specialized software applications.

Skill in:

  • Examining patients, and evaluating health problems and medical conditions.
  • Remaining alert at all times and reacting quickly and calmly in difficult situations.
  • Writing and completing accurate reports.
  • Interacting with people of different social, economic and ethnic backgrounds.
  • Communicating effectively verbally and in writing.

License and certification requirements: A valid Texas State Driver's License is required. Medical Assistant, Nurse Aide, or Phlebotomist certifications are required, some incumbents may be required to obtain additional specific technical certifications.

Physical demands and working environment: Work is performed in a standard office and medical clinic environment.

Skills Test: Will need to show profiency in drawing blood and packaging specimens. Test will be scheduled during interview process.
