Description

The City of Portland is accepting applications for the position of Fire Marshal / Assistant Chief. This positions main responsibility is the duties of the Fire Marshal, such as fire prevention inspections, plan reviews, and post incident investigations. Other management duties will apply as a secondary responsibility. Applicants must be able to pass a physical exam, drug screen and background investigation. MINIMUM QUALIFICATIONS

  • 30 college semester hours with a desire and ability to obtain an Associate’s Degree within a period of time as may be agreed to during the hiring process
  • Have a valid class “B” Firefighters exempt Texas driver’s license
  • Possess a Texas Commission on Fire Protection - Firefighter certification
  • Possess a Texas Commission on Fire Protection - Inspector certification
  • Possess a Texas Commission on Fire Protection – Fire Investigator certification
  • Have a current Texas Department of State Health Services - EMT certification
  • Be a U.S. citizen
  • Be of good moral character and integrity

PREFERRED CERTIFICATIONS

  • Associate’s Degree
  • Possess a Texas Commission on Law Enforcement – Basic Peace Officer
  • Arson Investigator

SALARY/BENEFITS

Annual salary is $71,000 – 85,000 along with incentive pay for higher firefighter certifications and college education. The City of Portland offers health and dental insurance through the Texas Municipal Intergovernmental Employee Benefits Pool (TMLIEBP). Retirement is provided through the Texas Municipal Retirement System (TMRS) at 6%, with a 2:1 City match.  An employee becomes vested in TMRS with 10 years of service. The City has an additional provision with TMRS to provide supplemental death benefits for employees and retirees.  The City also offers a limited cafeteria plan and a 457(b) deferred compensation plan.

CERTIFICATION PAY INCENTIVES

          FIRE:

  • Intermediate   $32.00 per pay period
  • Advanced       $64.00 per pay period
  • Master            $96.00 per pay period

          EMS:

  • EMT-Adv      $100.00 per month
  • Paramedic      $200.00 per month

          POLICE (If Qualified):

  • Intermediate   $32.00 per pay period
  • Advanced       $64.00 per pay period
  • Master            $96.00 per pay period

EDUCATION PAY INCENTIVES      

  • Associate’s Degree   $32.00 per pay period
  • Bachelor’s Degree    $64.00 per pay period
  • Master’s Degree        $96.00 per pay period

City of Portland Fire Marshal / Assistant Chief Position Outline

Enforce the laws of the City of Portland and the State of Texas pertaining to fire prevention and arson.

Conduct inspections of commercial businesses, public buildings, Certificate of Occupancies, and state licensed facilities. Inspects all related occupancies at least once a year.

Inspect new construction projects to ensure compliance with adopted codes, ordinances, state and federal laws.

Complete fire inspection forms, offense reports, and other miscellaneous forms used by the department.

Prepare clear and concise inspection reports in accordance with applicable codes and standards within the city limits.

Evaluate fire protection and detection systems and equipment, ensuring that they are compliant with the occupancy or hazard being protected. 

Analyze plans, specifications, calculations and construction documents for buildings, processes, operations, and fire protection and detection systems and equipment to ensure compliance with applicable codes and standards in city ordinances and procedures. 

Conduct fire investigations.  Inspect and evaluate fire scene to determine area or point of origin, source of ignition, material ignited, and act or activity that brought ignition source and materials together.  Assess the subsequent progression, extinguishment and containment of the fire.  In addition, complete fire scene investigation processing. 

Conduct interviews so that pertinent information needed for proper documentation or follow-up questions are asked, responses to all questions are elicited, and the response to each question is documented accurately.

Testify during legal proceedings so that all pertinent investigative information and evidence is presented clearly and accurately. 

Attend and complete all training as required for certification requirements and departmental standards.

Perform duties necessary to ensure success of the organizational objectives during the absence of the Fire Chief.

Assist the station captains in developing pre-fire plans.

Other assigned duties.
