Deputy Court Clerk (Part-time)

Summary: Responsible to perform all administrative and security functions at Municipal Court. Duties relate to financial transactions, community service and deferred payment plans, case follow-up, maintenance of court records, jail arraignments, the issuance of warrants, preparation of dockets, general assistance to the public, and performing limited security functions.

Essential Functions:-- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge and skills. This is not a comprehensive listing of all the functions and duties performed by incumbents of this class; employees may be assigned duties which are note listed below; reasonable accommodations will be made as required. The job description does not constitute an employment agreement and is subject to change at any time by the employer. Essential duties and responsibilities may include but are not limited to the following:

  • Provide extensive service to the public and external entities in person, by mail, on the telephone and via the Internet.
  • Qualify and set community service arrangements for defendants.
  • Prepare deferred payment plans.
  • Handle cash and other monetary instruments presented to the court for fines, fees, court costs, bonds and maintain defendant obligation balances.
  • Prepare various correspondences.
  • Performs various reporting functions.
  • Set defendants for court ordered or voluntary adjudicative programs including, Teen Court, Tobacco Awareness, Alcohol Awareness, Parenting Courses, and Driving Safety Courses.
  • Receive and process defendant motions, subpoenas, and other documents filed in the court.
  • Prepare summons for issuance.
  • Download and electronic citations.
  • Input manual citations into the Court's case management software.
  • Track and follow up on un-issued citations.
  •  Perform case tracking and perform follow up functions.
  • Interact with Court Collection agency to track and maintain defendant balances.
  • Process parking citations for impoundment of vehicles.
  • Assist in the administration of jail arraignments.
  • Perform administrative and custodial procedures associated with trials.
  • Prepare emergency protective orders.
  • Prepare cases for the issuance of warrants.
  • Maintain computerized warrants files.
  • Prepare court dockets.
  • Prepare and transfer cases and case data to other courts as required by law.
  • Perform filing duties related to all citations filed in the Municipal Court.
  • Update records to reflect court proceedings using manual and computerized mechanisms.
  • Receive, sort, file stamp and distribute mail.
  • Serve in a security capacity by wearing a security uniform, carrying a radio, and notifying the Police Department of impending or known security breaches.
  • Work hours may vary with the Court.
  • Supports the departmental operations with regular and timely attedance as assigned.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Education: High School Diploma or GED Certification. Work towards a degree in social work, human relations, criminal justice, or business would be beneficial.

Certification: Possess a valid Texas Driver's License. Level 1 Court Clerk Certification preferable.

Experience: Extensive customer service experience preferred. One (1) year experience involving a variety of secretarial, and or/clerical processes, cashiering, court administration or law enforcement.

Knowledge, Skills and Abilities: Perform basic to moderately complex mathematical calculations. Significant familiarity with Municipal Court Procedures, laws and code of conduct. Skilled in the use of the Internet, Windows, Lotus Notes, Microsoft Word, Lotus, DocuNotes, JEMS or similar software products. Ability to operate computer terminal, personal computer, adding machine, calculator, typewriter, copier, fax machine, credit card machine, scanners and cash registers. Have mature grammar, punctuation, and spelling skills. Person must be highly organized. Ability to work independently. Be flexible and self-motivated. Have highly professional telephone skills required. Must be able to work well with people in difficult situations.

Special Requirements: Travel to up to three (3) overnight training seminars each year. Some weekend and early evening work may be required.
