Job Summary

Direct the activities of all Public Works Divisions including Water Treatment, Water Distribution, Sewer Collection, Wastewater Treatment, Solid Waste, Fleet, Street and Drainage, Traffic Signal, Engineering, and Public Works Administration.  Responsibilities include regulatory compliance and long range master planning for public works infrastructure to include the water and wastewater utility, drainage infrastructure, and transportation systems.  Administer the Public Works Capital Improvement Program.  Position also involves establishing goals and objectives consistent with the City’s Strategic Plan and developing departmental policies and priorities necessary for delivering essential public works services to the community.  

Essential Duties & Responsibilities

•    Direct activities of the City Engineer and Directors of Water Production, Utility Services, Solid Waste, Street & Drainage, and Fleet Services to ensure efficient management and operations of public works functions.  

•    Maintain compliance with state and federal regulations for water, wastewater, solid waste and drainage systems.  Respond to governmental audits and inquiries to ensure sustained operations to the community.  

•    Provide long range master planning for public works infrastructure including water treatment and distribution, sewer collection and treatment, drainage systems, and transportation infrastructure.  

•    Administer the Public Works Capital Improvement Program to include projects in transportation, drainage, water and wastewater, rail and reinvestment zones.  Assist the TEDC as necessary in the development of economic opportunities. 

•    Prepare and submit the annual Public Works budget to the City. Set, manage, and monitor departmental performance goals.  Provide broad direction for the department in budget and financial control.  

•    Develop, administer and manage various public works contracts including long-term and annual service contracts, professional services contracts, and infrastructure improvement projects. 

•    Plan, manage and coordinate various Public Works activities.  Develop, establish and maintain public works policies and programs consistent with the City’s strategic goals and objectives.  Provide recommendations to changes in staffing levels and human resources issues to maintain established service levels. 

•    Consult in the office or in the field regarding personnel, programs, planning, policies, citizen complaints, and budgetary issues.  Provide technical support as necessary and recommend and sequence CIP projects to provide continued service improvements.  

•    Assure departmental compliance with established safety procedures and proper use of safety equipment.  Provide inspections for field work in progress.  Ensure that all operations are carried out in a safe manner for the public and employees.  

•    Receive and respond to citizen concerns.  Use discretion and judgment when interacting with the public and news media.  Represent the City and Public Works Department in the community and at professional meetings as required.  

•    Work with the City Manager, Mayor, City Council and other Department Heads.  Attend Board and Council meetings.  Attend numerous program and committee meetings which involve Public Works Divisions.  Meet with employees, citizens, engineers, and vendors when necessary.  

•    Ensure that various Risk Management Plans are updated as they relate to Public Works facilities.  Address homeland security issues properly as they may arise.  Provide emergency management assistance to the City when needed.  

•    Meeting continuing professional engineering licensure requirements set by the State for licensed professional engineers; maintain license. 

•    Exercises purchasing authority up to $25,000 without approval from supervisor


Minimum Qualifications

Bachelor of Science degree in Engineering from an engineering curriculum accredited by the Accreditation Board for Engineering and Technology, Inc. (ABET)
A minimum of five years progressive management experience in consulting engineering, municipal service or public works
Must possess management skills pertaining to public maintenance and / or construction projects
Must be a registered Professional Engineer in the State of Texas
Valid driver’s license
