SALARY: $27.05 - $31.10 Hourly 
$2,164.00 - $2,488.00 Biweekly 
$56,264.00 - $64,688.00 Annually

POSITION DESCRIPTION:
The Financial Analyst, under general direction of the Budget Manager, performs a variety of duties relating to management of the general and financial business of the City.  Work involves analysis of data and preparation of schedules, graphs, charts and reports with interpretations in support of the annual budget. The position provides a valuable opportunity to gain insight and experience with both the operational and administrative aspects of the city.
 
The Financial Analyst is directly involved in the preparation, implementation and monitoring of the annual operating budget, long range forecast and five year capital improvement plan.
SUMMARY OF DUTIES:
  • Participate in the preparation of the annual operating budget and five year financial forecast.  Serve as a link between departments and City management.
  • Assist with preparation of the five year Capital Improvement Program.
  • Prepare budget information in a presentation format that meets standards set by the GFOA Distinguished Budget Awards program.
  • Analyze departmental budget requests and make recommendations based on historical trends, performance and justification provided.
  • Maintain historic databases, analyze data, and prepare revenue and expenditure forecasts.
  • Assist departments in preparing program budget components and summary of services.
  • Monitor, analyze and forecast revenues including taxes, fees and charges for services. Utilize statistical methods to determine future financial impacts of revenue trends.
  • Provide reports of financial performance to departments on a periodic basis and provide support for budget management needs throughout the City.
  • Review expenditures of departments to ensure compliance with budget and consistency with chart of accounts.
  • Utilize analytical skills to extract data from sources.
  • Review and approve budget transfer requests by departments for entry into the accounting system by the department secretary.
  • Conduct surveys and research, analyze and interpret results and prepare reports of financial and operational performance for ultimate submission to City management and City Council.
  • Prepare written instructions, internal policies and procedures, memos and reports as needed.
  • Contribute to team effort by performing other duties as assigned.
MINIMUM QUALIFICATIONS:
Formal Education:
  • Bachelor's Degree in public administration or related field.
  • Master's degree in public administration desirable
Relatable Work Experience:
  • Five years of municipal experience, preferably in budget preparation.
Training (License and/or Certification):
  • Certified Public Accountant and/or Certified Government Finance Officer a plus
